How Long Does an Enfield Selective Licence Last? Duration and Renewal

A selective or HMO licence in Enfield is granted for up to five years. The exact expiry date is printed on the licence certificate — that date is what matters, not the start or end date of the licensing scheme itself.

Standard Duration

Most licences are issued for the full five-year term. A selective licence issued in October 2026 under the current scheme would run until October 2031. HMO licences follow the same principle.

The council may issue a shorter licence, with additional conditions, if there are concerns about management arrangements or standards. For an HMO with unauthorised use, Enfield says it will usually grant a two-year licence. A shorter licence is not a penalty in itself, but it means you will need to apply again sooner.

Licences from the Old 2021–2026 Scheme

Enfield's previous selective licensing scheme covered 14 wards from 1 September 2021 to 31 August 2026. If you received a licence under that scheme, it remains valid until the expiry date on the certificate — not until the scheme end date.

For example, a licence issued in November 2023 under the old scheme expires in November 2028, even though the scheme itself ended in August 2026 and the replacement scheme started on 1 September 2026. The new scheme does not void existing licences early.

When that 2023 licence expires in 2028, you will need to apply under the current 2026–2031 scheme. The wards, fees, and conditions of the new scheme apply to the renewal — not the old scheme's terms.

How Renewal Works

There is no automatic renewal. The process is:

  1. Note the expiry date on your current licence certificate
  2. Submit a fresh application through the council's online portal roughly two months before expiry
  3. Pay the full Part 1 fee (same as a new application)
  4. Upload current documents — your gas certificate, EICR, EPC, floor plans, and tenancy agreement must all be valid at the time of the new submission

The council treats a renewal application the same as a new one: full document review, fit and proper person assessment, and a new Part 1 and Part 2 fee cycle.

Avoiding a Gap

There is no statutory grace period between an expiring licence and a new one. The moment your licence expires, operating without a submitted application is an offence. That means:

  • Submit early — the council targets 60 working days to process, but delays happen
  • A "duly made" application (properly submitted with all documents and fees) protects you during processing
  • Simply intending to apply is not enough — the application must be actually submitted

If your licence expires before the new one is granted but you have a duly made application in the system, you are compliant. If you miss the submission window, you are technically operating without a licence from the expiry date onward.

Non-Transferability on Sale

Licences cannot be transferred when a property changes hands. If you sell a licensed property, the buyer cannot operate under your licence — they must submit their own application before or immediately upon completion. This applies even if the existing licence has years left to run.
