How to Apply for a Coventry HMO Licence Without a Letting Agent

You can submit your own Coventry HMO licence application through the council's Idox portal without paying a letting agent. Thousands of self-managing landlords do exactly this. The process takes 3 to 5 hours of preparation over a weekend and requires a specific set of documents before you start. New-application council fees range from £944 to £2,241 depending on application type and eligibility; a qualifying renewal costs £937. The five-year rate requires active Coventry Landlord Accreditation Scheme (CLAS) accreditation and all other eligibility criteria. The agent fee of £300 to £600 plus VAT is entirely optional.

What follows is the practical sequence: what you need before you log into the portal, how to avoid the most common application errors, and where self-managing landlords typically get stuck.

Step 1: Confirm Your Property Needs a Licence

Coventry's city-wide Additional HMO Licensing Scheme (in force from 4 May 2025 through 3 May 2030) covers HMOs with three or four occupiers forming two or more separate households, plus eligible Section 257 buildings. Mandatory licensing applies to HMOs with five or more people forming two or more households. Exemptions also apply. Three unrelated students on a joint AST count as three separate households under the Housing Act 2004 — the joint tenancy does not merge them into one.

There is no selective licensing in Coventry. The council consulted on it in 2019 and decided not to proceed.

If you are unsure whether your property qualifies as an HMO, the Coventry Landlord Licensing Guide includes a licence decision flowchart that maps your occupancy, household count, and property type to the correct licence.

Step 2: Gather Documents Before Touching the Portal

The Idox portal will ask you to upload these during the application. Have them ready as PDFs before you log in — the portal has session timeouts, and starting without your documents means lost progress.

Required documents:

  • Valid Gas Safety Certificate (CP12) — must be current, not expired
  • Electrical Installation Condition Report (EICR) — satisfactory rating
  • Fire alarm test records and emergency lighting certificates
  • Metric floor plan showing the room layout, uses, and floor-area dimensions for every room, including habitable rooms, kitchens, bathrooms, and shared areas
  • Fit-and-proper-person declaration (the portal generates this, but you need the information ready: full name, address, any relevant convictions or adverse findings)
  • Proof of property ownership or management authority
  • Energy Performance Certificate (EPC) — minimum E rating

Common pitfall: landlords log into the portal, reach the document upload stage, realise they do not have a floor plan drawn to metric dimensions, and abandon the session. Prepare an accurate floor plan first, showing the room layout, uses, and floor-area dimensions in square metres. The guide includes a floor plan worksheet and a room-size measurement log with Coventry's minimum bedroom standards.

Step 3: Join CLAS Before You Apply

The Coventry Landlord Accreditation Scheme is free. Active accreditation plus all other eligibility criteria can qualify you for the five-year licence rate: £944 total (£716 Stage 1 + £228 Stage 2) instead of £1,571 for a one-year standard licence. That is £627 saved compared with one standard new application.

Join CLAS through the Coventry City Council website, complete the required training, and ensure your accreditation is active before you submit the licence application. You must also meet the council's other eligibility criteria at application.

Step 4: Select the Right Portal Category

This is where most self-managing landlords make their first error. The Idox portal asks you to choose an application category before you begin:

  • New application — your property has never been licensed, or the previous licence expired
  • Renewal — you are renewing an existing licence before it expires (the licence holder, property, and licence period must be the same)
  • Section 257 — a converted building that qualifies as a Section 257 HMO

Selecting the wrong category can cause the application to be rejected or the fees to be misallocated. A renewal submitted as a new application may be charged the new-application fee; an application submitted under the wrong category can be rejected or have its fee misallocated.

Step 5: Pay Stage 1 and Submit

Stage 1 costs £716 for all application types. This covers administrative processing and is non-refundable. Once you have uploaded all documents, completed the application form, paid Stage 1, and submitted, your application is in the council's queue.

Processing time depends on the council's queue and whether the application is complete. Under council policies, an application may operate under tacit consent rules after 20 weeks; this is not the same as receiving an issued licence.

Step 6: Respond to the Draft Licence (Stage 2)

When the council serves an "Intention to Grant" notice (draft licence), you have 21 days to make written representations on its terms. After considering any representations, the council issues its Decision Notice and the Stage 2 fee demand. Stage 2 must be paid within 14 days of the Decision to Issue; payment is a condition of the licence. The Stage 2 fee depends on your licence type and duration:

  • Five-year CLAS rate: £228
  • Two-year (criteria met, no CLAS): £400
  • One-year standard: £855
  • Higher rate (found operating unlicensed for more than 12 weeks without a valid licence application): £1,525

If the Stage 2 fee remains unpaid after the licence is granted, the licence is at risk of revocation.

Step 7: Comply with Licence Conditions

The licence comes with conditions. Typical conditions include maintaining safety certificates, keeping the property in good repair, managing waste disposal, limiting occupancy to the licensed number, and displaying the licence or making it available to tenants. The guide includes a compliance audit log you can use as an annual tracker.

The £627 Question

The single most valuable step in this process is joining CLAS before you apply. It is free, it takes an hour, and it can qualify you for a £944 five-year licence if you meet all the other criteria. Many landlords — especially those in a rush — skip CLAS and pay £1,571 for one year, then £937 for an eligible same-period renewal. If fees remain unchanged, that standard route totals £5,319 over five years (one new licence plus four renewals), compared with £944 for an eligible five-year CLAS licence.

Who This Is For

  • Self-managing landlords with one or two shared lets in Coventry who want to handle the application themselves
  • Landlords who are comfortable spending a weekend on paperwork to save £300–£600 in agent fees
  • First-time applicants who have never navigated the Idox portal and want a clear sequence before they start
  • Landlords already holding Gas Safety and EICR certificates who just need the council side explained

Who This Is NOT For

  • Landlords who cannot prepare a floor plan or arrange safety inspections — you may need a local agent or contractor for those physical tasks regardless
  • Portfolio landlords submitting five or more applications simultaneously — an agent's volume processing may be more efficient
  • Anyone looking for legal advice on a contested licence refusal or enforcement action — that requires a solicitor, not a guide

Frequently Asked Questions

How long does the Coventry HMO licence application take from start to finish?

Coventry says timing depends on the application queue and whether the application is complete. The formal time windows include 21 days to make representations on the draft licence and 14 days to pay Stage 2 after the Decision to Issue.

What if I have already been letting unlicensed for more than 12 weeks?

If the HMO has been found operating without a licence, with no valid licence application in place, for more than 12 weeks, the higher one-year new-application fee applies: £1,525 Stage 2 plus £716 Stage 1, for a total of £2,241. For qualifying offences committed on or after 1 May 2026, civil penalties can reach £40,000 per offence and a Rent Repayment Order can cover up to 24 months' rent.

Can I apply for multiple properties in one portal session?

Each property requires its own application with its own set of documents and fees. You can log into the same Idox account and submit multiple applications, but they are processed independently.

Does this replace the council's own guidance?

No. This guide consolidates publicly available information from at least six separate council web pages and PDFs into a single task sequence. Everything in it comes from coventry.gov.uk and GOV.UK. It charges for organisational structure and time savings, not for secret rules or insider access.
