Coventry HMO Licence Application: Portal Steps and How to Avoid Rejection

Before You Log In: Prepare Everything Offline

The single biggest cause of failed applications on Coventry's licensing portal is logging in unprepared. The system runs on the Idox platform, and it will time you out if you stall mid-form trying to locate documents or work out which application type to select.

Before you create an account, assemble these in digital form (scanned PDFs or clear photos):

  • Valid photo ID (passport or driving licence photocard) for the proposed licence holder
  • Current Gas Safety Certificate (annual, from a Gas Safe registered engineer)
  • Electrical Installation Condition Report (EICR) — satisfactory, within five years
  • Fire alarm inspection and commissioning certificate
  • Emergency lighting certificate (if the system is installed)
  • Energy Performance Certificate (EPC) meeting minimum efficiency standards
  • PAT certificate for any landlord-supplied electrical appliances over one year old
  • Dimensional floor plans showing room uses and floor areas in square metres
  • Planning evidence if the property is in one of Coventry's 11 Article 4 wards

Choosing the Right Application Type

The portal asks you to self-select your application category. Pick the wrong one and your application gets rejected — with Stage 1 fees non-refundable.

Mandatory HMO licence: five or more occupants from two or more households sharing amenities.

Additional HMO licence: three or four occupants from two or more households sharing amenities — or a Section 257 converted flat building that qualifies.

Renewal: only if you're the current licence holder renewing before the existing licence expires. If you've bought the property, changed the licence holder, or the old licence has already lapsed, you need a new application even if the property was previously licensed.

The Application Itself

Once logged into the portal, the form walks through several sections: property details, applicant and manager information, occupancy details, the fit-and-proper declaration, document uploads, and payment.

Interested parties notification: before submitting, you must have sent written notice of the pending application to all interested parties — joint freeholders, mortgage lenders, superior landlords, leaseholders, and managing agents. The form requires their names, addresses, and contact details.

Fit and proper declaration: you'll declare any unspent criminal convictions (fraud, violence, drugs, sexual offences), housing enforcement history, discrimination findings, and any previous licence refusals or revocations. This applies to both the licence holder and any proposed property manager.

Stage 1 payment: £716, processed through the portal. Once paid and the form submitted, you get an application reference number and payment receipt. This establishes your "valid application" status, which protects you from prosecution while the council processes your application.

What Happens After You Submit

The council reviews your submission for completeness. If documents are missing or invalid, they'll issue a notice asking you to rectify within a set period.

Once verified, an officer schedules a property inspection to check room sizes, amenity ratios, fire precautions, and HHSRS hazards. After inspection, the council issues an Intention Notice (draft licence) with proposed conditions and demands the Stage 2 fee, due within 14 days. You and all interested parties then have 21 days to submit written representations about any terms you disagree with.

After considering the representations, the council issues the Decision Notice (granted licence). The whole process can take several months. Tacit consent does not apply because the council must check that the HMO meets prescribed standards; if you have not heard from the council within 20 weeks, contact it for an update.

The Paper Route

If you can't use the online portal, the council offers paper application packs for a £42 surcharge (£16 for each additional form). You can also use the public computer terminals at Broadgate House Customer Service Centre or local libraries.
