How to Register as a Landlord in Northern Ireland

Who Needs to Register

Every private landlord letting a dwelling under a private tenancy in Northern Ireland must register before granting that tenancy. There are no exceptions based on portfolio size — one rental flat triggers the same obligation as twenty. The duty applies to sole owners, joint owners, companies, trustees, and executors managing inherited property.

The scheme has been mandatory since 25 February 2014 under the Landlord Registration Scheme Regulations (Northern Ireland) 2014. It covers the landlord as a legal entity, not individual properties, so a single registration covers your entire NI portfolio.

A few categories fall outside the scheme: social housing tenancies (Housing Executive or housing associations), resident landlords taking in lodgers, and holiday lets. If your letting doesn't fit a private tenancy under the Private Tenancies (Northern Ireland) Order 2006, you're exempt.

What You Need Before Starting

Gather everything before logging in — the portal runs in a single session and an incomplete application wastes time:

  • Personal details: full legal name, date of birth, residential address, phone numbers, email
  • NI correspondence address: mandatory if you live outside Northern Ireland
  • Property schedule: full postal address, postcode, and approximate build year for every rental dwelling
  • Agent details: business name, contact person, address, and phone number if you use a letting agent
  • Company number: Companies House registration number for corporate landlords
  • HMO licence number: if any property holds an active HMO licence (this waives the registration fee)
  • Payment card: Visa, Mastercard, or debit card for the online/phone fee

Three Ways to Apply

The online route is fastest. You create an account on nidirect, verify your email, then work through the form: entity type, personal details, property schedule, agent information, declaration, and payment.

The Application Steps

  1. Create your nidirect account with a valid email and password
  2. Select your entity type — individual, joint ownership group, or registered company
  3. Enter contact details — name, date of birth, address, phone, email, and NI correspondence address if needed
  4. Add your rental properties — address, postcode, and approximate build year for each
  5. Declare agent details if you use a letting or managing agent
  6. Enter your HMO licence number if claiming the fee exemption
  7. Review, accept the declaration, and pay the applicable fee (£70 online or by phone; £80 on paper; licensed HMOs are fee-exempt)
  8. Download your certificate — the PDF contains your unique registration number and three-year expiry date

How Long Does It Take?

Online applications process instantly. Once you submit and pay, the system generates your Landlord Registration Certificate immediately as a downloadable PDF. There is no waiting period, inspection, or approval stage — the scheme is a data-collection register, not a licensing regime.

Paper applications take longer because Lisburn & Castlereagh City Council processes them manually and posts the certificate.

Phone applications (0300 200 7821) are processed electronically while you're on the call, so they're nearly as fast as online.

After Registration

Your registration lasts exactly three years. During that period you can add new properties, update your address, or change your letting agent through your nidirect account — all at no extra cost.

You must display your registration number on all written tenancy agreements, Tenancy Information Notices, rent receipts, and formal correspondence with tenants. This is a legal requirement under Regulation 8.

When your three-year term approaches expiry, the system sends an automated reminder eight weeks before the deadline. Missing a renewal means your registration lapses and continued letting becomes an offence.

For a structured walkthrough covering joint owners, HMO exemptions, mid-term updates, and the full compliance lifecycle, the Northern Ireland Landlord Registration Guide consolidates everything into one dated reference.
