How to Rent Out a Property in Northern Ireland

Before You Advertise

Renting out a property in Northern Ireland involves a sequence of legal requirements that must be completed in a specific order. Missing a step does not just create a compliance risk — it can make later steps invalid.

Register as a landlord. Every person who lets a residential property in Northern Ireland must register on the Northern Ireland Landlord Registration Scheme, hosted by Lisburn and Castlereagh City Council. Registration costs £70 online or £80 on paper, and it is valid for three years. You need a unique registration number before you let the property, and you must disclose that number to prospective tenants.

Check the Energy Performance Certificate. You need a valid EPC before marketing. EPCs last 10 years — check the Northern Ireland EPC Register to see if one already exists for the property.

Complete the safety checks. Three separate disciplines, all required before a tenant moves in:

  • An Electrical Installation Condition Report (EICR) from a qualified electrician, with inspections at intervals of no more than five years or sooner if the qualified person says one is needed
  • A gas safety check from a Gas Safe registered engineer, valid for 12 months (only if the property has gas appliances)
  • Interlinked smoke alarms in the room most frequently used for daytime living and in every circulation space on each storey, a heat alarm in every kitchen, and CO alarms in any room or circulation space with a fixed combustion appliance or a flue (gas cookers and ovens are excluded) — all meeting the 2024 Regulations

If the property was built before 1945, check whether you need a Certificate of Fitness from the council (application within 28 days of the tenancy start, £50 fee).

Finding a Tenant and Signing Up

Once the property is ready and you have your registration number, EPC, EICR, and Gas Safety Record in hand:

Draft the tenancy agreement. Northern Ireland does not prescribe a mandatory template, but use a written agreement that references NI legislation — not an English AST template. Include rent, payment frequency, rates responsibility (check the Capital Value against the £150,000 threshold), deposit amount, and repair obligations.

Collect the deposit. The deposit is capped at one month's rent. If the tenant pays any amount in cash, you must provide a written receipt immediately.

The First 35 Days

These deadlines run from their own trigger dates:

Within 28 days of the tenancy being granted: Serve the Tenancy Information Notice — the prescribed form under S.R. 2023 No. 19. It is free; you cannot charge the tenant for it.

Within 28 days of receiving the deposit: Protect it in an approved scheme (My Deposits NI or TDS NI).

Within 35 days of receiving the deposit: Serve the Prescribed Information about it on the tenant.

Within 28 days of the tenancy being granted: provide a Rent Book (free of charge, containing the statutory notices required by the 2007 Regulations).

And if the property is pre-1945: submit the Certificate of Fitness application to the council within 28 days.

Missing any of these deadlines is a criminal offence.

Ongoing Obligations

Once the tenancy is running:

  • Maintain the property to the statutory fitness standard (structure, heating, water, drainage, ventilation)
  • Renew the gas safety check annually
  • Renew the EICR at intervals of no more than five years, or sooner if the qualified person says one is needed
  • Replace alarms before their manufacturer expiry date
  • Follow the 12-month rule for rent increases (no increase in the first year, and at least 12 months between increases afterwards)
  • Serve a Notice of Variation within 28 days if any prescribed term changes

Getting the Full Sequence

The checklist above covers the major steps, but the detail matters — which forms to use, which council to apply to, what happens if something goes wrong. The Northern Ireland Private Tenancy Rules guide walks through the entire compliance sequence from pre-marketing to ongoing management, with the documents, the deadlines, and the penalties for each one.
