Islington Landlord Compliance Checklist: What to Track After Your Licence Is Granted

Getting the licence is the easy part. Keeping it for five years without triggering a civil penalty — that is where most self-managing landlords slip up. Islington's licence conditions create a rolling set of obligations that run for the entire term, and the council does not send reminders when a certificate is about to expire.

Annual Obligations

Gas safety certificate (CP12): Every property with gas appliances must have a new Gas Safe engineer's certificate every 12 months. The certificate must be submitted to the council — not just kept on file. A single lapsed year is a licence condition breach.

Fire risk assessment review (HMOs): If your property holds a mandatory or additional HMO licence, the written fire risk assessment must be reviewed annually. Any changes to the property layout, escape routes, or alarm system should be reflected in the updated assessment.

Fire alarm and emergency lighting testing (where installed): HMOs with Grade A or BS 5839-compliant fire detection systems need annual commissioning and testing certificates from a qualified engineer. Standalone battery alarms still need periodic testing, but the formal certificate requirement applies to mains-wired integrated systems.

Six-Monthly Obligations

Property inspections: Islington's licence conditions require documented inspections at least once every six months. The inspection should cover the condition of communal areas, fire escape routes, alarm functionality, waste storage and any reported maintenance issues. Keep a written record — date, findings, any follow-up actions — because the council can request inspection logs during a compliance check.

Ongoing Obligations (No Fixed Interval)

Smoke and CO alarms: Working smoke alarms on every storey, carbon monoxide detectors in any room with a gas or solid fuel appliance. Test them regularly and replace batteries or units as needed. There is no formal annual certificate requirement for standalone alarms, but a non-functional alarm found during a council inspection is an immediate condition breach.

Anti-social behaviour procedures: HMO licence conditions require landlords to have written procedures for dealing with anti-social behaviour by tenants. You need to demonstrate that you take reasonable steps to address complaints — keep a log of any reports, your response, and the outcome.

Tenancy documentation: Provide all occupants with written terms of occupancy. Any change in tenant composition must be notified to the council, especially if it alters the household count or pushes the property into a different licensing category.

Waste storage: Communal bin areas must be clean and adequate for the number of occupants. Overflowing or inaccessible waste storage is a common finding in council inspections.

Certificate Renewal Timeline Across a Five-Year Licence

For a licence granted in late 2026, here is what falls due:

  • Gas safety: New CP12 needed annually — late 2027, 2028, 2029, 2030, 2031
  • EICR: Valid for five years — if the EICR was fresh at application, it expires around the same time as the licence itself; renew before the licence renewal application
  • EPC: Valid for 10 years — unlikely to expire during a single licence term unless it was already several years old at application
  • FRA review: Annually for HMOs — late 2027, 2028, 2029, 2030, 2031
  • Property inspections: Every six months — twice a year, every year

What Happens If You Miss Something

A licence condition breach can result in a civil penalty of up to £40,000 per offence. Islington's baseline starting penalty for first-time administrative non-compliance is around £12,000. Repeated breaches or serious management neglect push penalties toward the £20,000–£35,000 range.

The council can also shorten a licence — replacing a five-year term with 12 months — if compliance inspections reveal persistent management issues.

Our Islington Landlord Licensing Guide includes a printable five-year compliance tracker that maps every certificate renewal, inspection date and reporting obligation across the licence term — so nothing falls through the cracks.
