Landlord Ombudsman Scam Warning: Fake Registration Sites and Premature Fees

Registration Is Not Open

As of October 2026, the PRS Landlord Ombudsman scheme has no live registration portal. No scheme administrator has been designated, no operator has been announced, and no landlord can sign up. Mandatory membership is expected in 2028, following appointment of an operator and enactment of membership regulations under Section 64 of the Renters' Rights Act 2025.

If you've received an email, letter, or seen a website asking you to pay a PRS Landlord Ombudsman registration fee right now, it is either a scam or a misrepresentation.

What Legitimate Landlord Redress Looks Like Today

Three legitimate redress bodies currently operate in England's rental sector:

The Housing Ombudsman Service — covers social housing landlords mandatorily, and offers voluntary membership to private landlords at £9.64 per unit per year. This is a real scheme with a real website (housing-ombudsman.org.uk), but joining it voluntarily does not satisfy the future mandatory PRS Landlord Ombudsman requirement.

The Property Ombudsman (TPO) — covers letting agents and estate agents. Your letting agent should belong to this or the Property Redress Scheme. It does not cover you as a property owner.

The Property Redress Scheme (PRS) — also covers letting agents. Same scope as TPO, different provider.

None of these is the PRS Landlord Ombudsman. The mandatory scheme for landlords who let in England under an assured periodic or regulated tenancy has not launched.

Red Flags to Watch For

Unsolicited emails demanding immediate registration. The government will announce the scheme through official channels — GOV.UK publications, MHCLG press releases, and PRS Database notifications. It won't be a cold email asking for your bank details.

Websites mimicking government branding. Scam sites often use GOV.UK-style formatting, crown logos, and official-sounding domain names. The real registration portal will be integrated with GOV.UK One Login and the PRS Database. No third-party site can register you.

Phone calls claiming penalties for non-compliance. No landlord can be penalised for not joining a scheme that hasn't started. The penalty regime under Sections 66 and 67 of the Renters' Rights Act only activates after mandatory membership regulations take effect.

"Early registration" offers with discounted fees. The Ombudsman's fee will be set by the designated scheme operator under cost-recovery rules (SI 2026/1033, Regulation 7). No operator or fee has been announced, so there is no legitimate early-registration offer to accept now.

Confusion with the PRS Database. The PRS Database is launching regionally from 15 December 2026, starting with the West Midlands. That registration is real, costs £65 per property per year, and operates through an official government portal. But the database is a property registration system — it is not the ombudsman scheme. Anyone conflating the two is either confused or deliberately misleading you.

What You Should Be Doing Instead

While you can't register with the ombudsman yet, the preparation that matters is all operational:

  1. Set up complaint-handling records. The ombudsman will evaluate your historical conduct. Structured complaint logs and repair tracking from 2026 onward strengthen your position if a complaint is filed after the scheme launches.

  2. Register on the PRS Database when your region's window opens. This is the legitimate registration requirement starting in late 2026.

  3. Keep safety certifications current. Gas Safety Records, EICRs, EPCs, and deposit protection — the database and the ombudsman will both cross-reference these.

  4. Watch GOV.UK for official announcements. When a scheme administrator is designated and registration opens, it will be announced through MHCLG and the PRS Database portal.

The PRS Landlord Ombudsman guide includes a dated timeline showing exactly what's in force, what's pending, and what to ignore — so you can tell a legitimate requirement from a scam at a glance.
