Leeds Selective Licence Processing Time: How Long Does It Take?

The Short Answer

Leeds City Council does not publish a fixed processing time for selective licence applications. The scheme launched on 9 February 2026, covering designated streets across six wards, and the volume of applications affects how quickly the Council works through the queue.

What matters most is not how long the Council takes, but how quickly your application reaches "duly made" status — because that is the point where you are protected from prosecution.

What "Duly Made" Means and Why It Matters

Under Sections 72(8) and 95(7) of the Housing Act 2004, a landlord is not committing an offence by operating without a licence if a valid application has been "duly made." An application qualifies as duly made when three things are in place:

  1. The application form is complete
  2. All required supporting documents are uploaded (Gas Safety Record, EICR, EPC, floor plans, fire risk assessment, tenancy agreement)
  3. The Stage 1 fee (£400 online, £525 paper) has cleared

Until all three conditions are met, the application is not duly made and you remain exposed to civil penalties of up to £40,000.

What Happens After Duly Made

Once the application is accepted as duly made, the Council moves through several stages:

  • Completeness verification — checking that all documents are valid and not expired
  • Fit and proper person assessment — assessing the applicant and proposed manager against the Council's criteria
  • Information requests — the Council may ask for additional documents or clarification, which can add delay
  • Notice of intent to grant — when the Council decides to grant the licence, it sends a notice and invoices the Stage 2 fee (£700, or £550 with LRS discount)
  • Licence issue — the licence is formally granted after Stage 2 payment

Common Causes of Delay

The most frequent delays are self-inflicted:

  • Expired documents — a Gas Safety Record older than 12 months or an EICR with C1/C2 faults means the Council sends the application back
  • Missing floor plans — floor plans with dimensions in square metres are required, not just a sketch showing room layout
  • No mortgagee notice — failing to serve written notice on the mortgage lender before applying
  • Incomplete fit and proper declaration — leaving fields blank on the declaration form

How to Minimise Your Wait

Assemble every document offline before opening the portal. Commission any fresh inspections (Gas Safe, EICR, EPC) early enough that the certificates are in hand, not pending. Serve written notices on interested parties before the application date.
