Leicester Selective Licensing Areas, Wards and Map: How to Check Your Property

One of the most common mistakes landlords make with Leicester's selective licensing is assuming the scheme covers entire postcodes or entire wards. It does not. The designation boundary runs through specific streets, sometimes including one side of a road but not the other. Getting this wrong means either paying £1,290 for a licence you did not need, or — worse — renting without one and facing enforcement.

The Five Wards in the Designation

Leicester City Council's selective licensing scheme (10 October 2022 to 9 October 2027) covers mapped sections of five wards, organised into three geographical clusters:

West Cluster — Braunstone Park & Rowley Fields, Fosse and Westcotes. This is the largest area, covering dense terraced housing along Fosse Road North, Fosse Road South, Narborough Road and Braunstone Gate. It has a high proportion of private rentals, including student lets near De Montfort University.

East Cluster — Stoneygate. Concentrated around the neighbourhoods near Evington Road and London Road, this area includes a mix of single-family rentals and shared houses.

South Cluster — Saffron. Specific streets in Saffron ward, targeted based on elevated deprivation indicators and property condition data.

The designation does not cover every street in these wards. A property near a ward or scheme boundary may fall outside the designated area, so verify each address against the map or schedule rather than inferring coverage from a neighbourhood name.

Why Postcodes Are Unreliable

Leicester postcodes (LE1 through LE5) do not align with ward boundaries or the selective licensing designation. A single postcode area like LE3 spans both designated and undesignated streets. Third-party postcode checkers and letting agent websites sometimes flag an entire postcode as being "in the scheme" when only a handful of streets within it are actually covered.

The designation schedule attached to the original council order lists specific street ranges and house numbers. Odd numbers on a street can be inside the boundary while even numbers are outside. This is not an edge case — it happens on several streets in the West Cluster.

How to Check Your Property

The authoritative checks are Leicester City Council's Aurora interactive map (accessed through the council's StatMap platform) and the designation schedule. Search your exact property address on the map or cross-reference it against the schedule to confirm whether it falls inside the selective licensing boundary.

If the Aurora map is difficult to use (it can be clunky on mobile), you can also cross-reference your address against the designation schedule published alongside the scheme. This is a text document listing every included street and address range.

For properties near the boundary edge, contact the council's Private Sector Housing team directly at [email protected]. They can confirm your property's status before you pay the £1,032 Stage 1 fee — important, because that fee is non-refundable if you withdraw after submission.

What If Your Property Is Outside the Boundary?

A property outside the mapped selective licensing areas that houses fewer than five tenants does not currently need a local licence in Leicester. Mandatory HMO licensing still applies city-wide for any property with five or more occupants from two or more households sharing amenities, regardless of location.

National regulations — housing standards under the HHSRS, management regulations for HMOs, gas and electrical safety requirements — apply to every rented property whether or not a licence is required.

The Landlord Licensing in Leicester guide includes a boundary verification worksheet and the full decision framework for working out which licence applies to your property.
