Sydenham Selective Licensing: What Lewisham Landlords Need to Know
Sydenham is one of the 16 wards covered by Lewisham's selective licensing scheme, falling under Designation 2 alongside Crofton Park, Evelyn, Ladywell and Lee Green. The scheme runs from 1 July 2024 to 30 June 2029. If you let a single-household property or a two-sharer flat in Sydenham, you need a selective licence.
Pre-2022 Boundaries and the Forest Hill Edge
Selective licensing uses the pre-May 2022 ward map. Sydenham borders Forest Hill to the south (Designation 3) and Crofton Park to the north (also Designation 2) — both are designated, so the boundary between them does not create a licensing gap.
The more interesting edge is with the London Borough of Bromley to the east. Properties that sit on the Lewisham–Bromley borough boundary sometimes appear ambiguous on generic address lookups. Bromley does not currently run a selective licensing scheme, so a property that falls just over the border into Bromley would not need a selective licence — but it would also not be covered by Lewisham's additional HMO scheme if it has three or more occupants. Confirm the borough through the council's GIS address checker rather than guessing from a postcode.
Sydenham's Housing Stock
Sydenham has a mix of Victorian terraced houses, converted period properties and some purpose-built blocks. The terraced stock is frequently converted into two or three flats, and each flat's licensing obligation depends on its own occupancy — a single-household flat in Sydenham needs a selective licence, while a flat with three or more occupants from two or more households sharing basic amenities needs an HMO licence under the borough-wide additional or mandatory scheme.
The area also has properties near Sydenham Hill and the railway corridor that straddle old ward boundaries. If you are near the edges, check the address before applying for the wrong scheme.
Fees
The selective licence costs £640, split into Part A (£160, non-refundable, paid on submission) and Part B (£480, paid before the licence is granted). Accredited landlords — NRLA or London Landlord Accreditation Scheme — get a 20% discount on Part B, bringing the total to £544.
