Lewisham Selective Licensing Wards: Which Areas Need a Licence
Lewisham's selective licensing scheme does not cover the entire borough. It applies to 16 of the borough's 18 wards, and the boundaries are drawn from the pre-May 2022 electoral ward map — not the current one. That distinction trips up landlords who rely on a generic postcode lookup.
The 16 Designated Wards
The scheme splits the designated area across three designation notices, each confirmed in December 2023:
Designation 1 — Brockley, Catford South, Lewisham Central, New Cross, Perry Vale, Rushey Green
Designation 2 — Crofton Park, Evelyn, Ladywell, Lee Green, Sydenham
Designation 3 — Bellingham, Downham, Forest Hill, Grove Park, Whitefoot
The Two Excluded Wards
Blackheath and Telegraph Hill are outside the selective licensing area. Properties in those wards do not need a selective licence, regardless of tenancy type.
The exclusion only applies to selective licensing. Both HMO schemes — mandatory (five or more occupants) and additional (three or four occupants) — operate borough-wide. A shared house in Blackheath with three unrelated tenants still needs an additional HMO licence even though it sits outside the selective zone.
Why Pre-2022 Boundaries Matter
The London Borough of Lewisham redrew its electoral ward boundaries in May 2022. The selective licensing designation was developed using the older boundaries because the council's evidence-gathering and statutory consultation happened before the boundary change took effect.
This creates a practical problem: a property's current electoral ward may not match the ward used for licensing purposes. Streets near the old boundary lines — particularly around Blackheath, Telegraph Hill, Forest Hill and Catford South — can fall on the wrong side if you rely on a current ward map.

How to Check Your Address
Lewisham provides a GIS address checker on its licensing pages. Enter the property postcode and select the exact address from the drop-down. The tool uses the licensing-specific boundary data and confirms whether the property sits inside a designated area.
If the address does not appear in the checker, or the result is ambiguous (some split streets return inconsistent results), request written confirmation from the Private Sector Housing Agency at [email protected] or 020 8314 6420. A missing result does not mean the property is exempt — it means the lookup was inconclusive.
Keep any written confirmation from the council. If a question arises later about whether the property was licensable, that letter is your evidence.
What If Your Property Is on a Boundary
Properties on streets that straddle the old Blackheath or Telegraph Hill boundary deserve extra caution. The safest approach:
- Run the council's address checker first.
- If the result is unclear, email the Private Sector Housing Agency with the full address and ask for a written determination.
- Do not rely on the MetaStreet portal's automatic ward detection alone — it sometimes flags addresses for the wrong scheme.
If the property was not legally subject to licensing when you applied, the application is eligible for a full refund of both fee parts.
Ward-Specific Notes
Catford South, Downham, Forest Hill and Sydenham see the highest density of single-household lets in the borough and account for the bulk of selective licence applications.
Lee Green and Perry Vale include pockets of converted Victorian houses that may trigger additional HMO licensing instead of selective, depending on the number of occupants sharing facilities.
Bellingham, Grove Park and Whitefoot in Designation 3 were the last wards added. Some letting agents still list these as outside the scheme based on outdated guidance from before the December 2023 confirmation.
The Lewisham Landlord Licensing Guide includes a step-by-step address verification procedure covering boundary checks, the GIS tool, and what to do when the result is ambiguous.
