Liverpool Landlord Accreditation Schemes and Licensing Discounts
Which Accreditation Bodies Liverpool Recognises
Liverpool City Council offers a professional membership discount on selective licensing fees. To qualify, the applicant or licence holder must hold active membership in one of these approved bodies at the time the application is submitted:
- National Residential Landlords Association (NRLA) — the merged successor of the NLA and RLA, annual membership from £85
- Propertymark (formerly ARLA Propertymark) — primarily for letting agents
- Safeagents (formerly NALS) — lettings and management agent accreditation
- Liverpool Student Homes (LSH) — the approved landlord scheme for student accommodation linked to the University of Liverpool and Liverpool John Moores University
- North West Property Owners Association (NWPOA) — a regional landlord body
The council cross-checks membership numbers directly with these organisations during application processing. If your membership has lapsed or cannot be verified, the discount is revoked and you pay the full standard fee. Retrospective claims — joining a body after submitting and asking for a refund of the difference — are not accepted.
How Much the Discount Saves
The membership discount is worth £37 per property on a selective licence. That sounds modest on its own, but it stacks with other available reductions.
Liverpool's selective licensing fee structure offers discounts for qualifying new rental properties, properties with an EPC rating of C or above, and landlords licensing multiple flats in the same converted block. The new-rental fee applies when a property first enters the private rented market after 31 July 2022 and the application is submitted before the tenancy starts or within 14 calendar days of occupation; for a purchase with tenants in situ, apply within 14 days of legal completion. Each discount compounds:
| Fee category | Total fee |
|---|---|
| Standard full property licence | £704 |
| New rental property | £486 |
| New rental + EPC C or above | £422 |
| New rental + membership discount | £449 |
| New rental + EPC C + membership | £385 |
| Maximum combined discount | £321 |
A landlord with NRLA membership, a qualifying new-rental application and a C-rated EPC pays £385 instead of £704 — a saving of £319. Adding the same-block multi-flat discount can reduce the total to £321. Across a small portfolio of three properties, that is over £1,100 kept if each qualifies for the £321 fee.
NRLA Membership: What You Actually Get
The NRLA is the most common choice among Liverpool's self-managing landlords. Annual membership runs from roughly £85 to £105 depending on the tier. Beyond triggering the council discount, it includes:
- A telephone advice line staffed by housing specialists
- Template tenancy agreements, notices and letters
- Legal expenses insurance (on some tiers)
- Access to training courses and webinars
The NRLA does not handle Liverpool-specific licensing applications for you. It provides national-level resources. For the local detail — which licence your property needs, the ward check, the LAR portal steps, the documents to upload — you still need to work through Liverpool's own process.

Liverpool Student Homes (LSH)
If you let to students near the University of Liverpool or LJMU campuses, the LSH accreditation scheme is worth considering. It involves a property inspection, compliance with a code of standards, and regular re-accreditation. Properties approved through LSH are listed on the university accommodation portal, giving them visibility among incoming students.
The accreditation itself does not exempt you from licensing. A student HMO with five or more occupants still needs a mandatory HMO licence. A student let in a selective licensing ward with fewer than five occupants still needs a selective licence unless exempt. The student-related exemption applies to accommodation managed or controlled by a higher-education institution that is a signatory to an approved code of practice and is reserved exclusively for full-time students — not to private landlords letting houses to students.
When to Join
If you are about to submit a selective licensing application and you are not already a member of an approved body, it is worth joining before you start the LAR portal application. The discount applies only when membership is active at the point of submission. Processing the application can take weeks, but the verification is done against your status on the submission date.
For existing licence holders approaching renewal or applying for a second property, maintaining continuous membership avoids the gap that would disqualify the discount.
Our Liverpool landlord licensing guide breaks down every fee tier, every discount combination, and the LAR portal steps — so you know exactly what to prepare before opening an application.
