Manchester Landlord Licence Application: How to Apply Step by Step
Manchester City Council processes all licence applications through its online portal. Paper applications are generally not accepted unless you can demonstrate a genuine accessibility barrier. The process is the same whether you are applying for a selective licence or a mandatory HMO licence — the portal routes you to the correct form based on the property address and occupancy details you enter.
Before You Open the Portal
Get your documents together before you start the online form. The portal times out, and an incomplete application can delay processing. The council generally retains the Part A fee, with refund exceptions for properties that were not licensable when the application was made. You need:
- Gas Safety Certificate — issued within the last 12 months by a Gas Safe registered engineer
- EICR (Electrical Installation Condition Report) — valid within 5 years, with no outstanding C1 or C2 defects
- EPC (Energy Performance Certificate) — rated E or above
- Floor plans — measured in square metres, showing room dimensions, fire door locations, window positions, and smoke detector positions
- Proof of title — Land Registry document or proof of ownership
- Tenancy agreements — current signed agreements for all occupants
- Fire Risk Assessment — mandatory for HMO common parts, recommended for multi-unit rented properties
For HMO applications, the floor plans must meet Manchester's specific requirements: room dimensions wall-to-wall in square metres, ceiling heights noted (areas under 1.5m are excluded from the usable floor area), and locations of fire doors, escape routes, and detection equipment clearly marked.
The Application Process
- Create an account on the Manchester City Council licensing portal
- Select the licence type — Selective Licence or Mandatory HMO Licence
- Enter property details — address, room counts, floor areas, occupancy numbers
- Name the proposed licence holder — usually the person or entity receiving the rent (the freeholder or primary leaseholder)
- Name the proposed property manager — can be the same person, or a managing agent with a local contact address
- Upload all documents — every certificate, plan, and agreement
- Complete fit-and-proper declarations — statutory declarations about criminal convictions, housing law contraventions, and discrimination
- Serve Schedule 2 notices — before or on the day of submission, you must send written notice to your mortgage lender, any superior landlord, managing agents, and anyone with a legal interest in the property
- Pay the Part A fee — by debit or credit card on the portal
Once submitted with all documents and the fee paid, the portal generates a reference number and receipt.
"Duly Made" Protection
An application is legally "duly made" under the Housing Act 2004 only when every required field is complete, all documents are uploaded, and the Part A fee is paid. A payment receipt alone is not enough — if you left out the EICR or forgot the floor plans, the application is not duly made.
Why this matters: a duly made application gives you a statutory defence against prosecution for operating an unlicensed property while the council processes your application. The council publishes a six-week processing time for selective applications; case circumstances or workload can make the process take longer.

After Submission
The council reviews your documents and fit-and-proper declaration. For HMO applications, a housing officer usually conducts an on-site inspection to verify room measurements, fire precautions, and amenity standards before the licence is granted.
When the council is satisfied, it issues a "minded to grant" notice and invoices the Part B fee. Pay this promptly — the licence is not formally granted until Part B is cleared.
Processing times vary. Manchester does not operate tacit consent, so your application is not automatically approved if it takes longer than expected. Keep your reference number and submission receipt safe.
