Do I Need a Landlord Licence in Manchester?

The answer depends on two things: how many people live in your property and where it sits on the map. Manchester operates mandatory HMO licensing citywide and selective licensing in designated street clusters within specific wards — but no additional HMO licensing scheme. That gap means some properties need no licence at all, while others need one they did not expect.

Start with Occupancy

Count the people living in the property and how many separate households they form. Under Section 258 of the Housing Act 2004, a household includes family members living together — couples, parents and children, siblings. Unrelated sharers each count as a separate household.

Five or more people from two or more households sharing a kitchen, bathroom, or toilet? You need a mandatory HMO licence. This applies everywhere in Manchester, not just designated areas.

Fewer than five people, or a single household? Move to the next question.

Then Check Location

If your property does not meet the mandatory HMO threshold, check whether it falls inside a selective licensing area. Manchester has designated street clusters in phases running from 2022 to 2030, covering parts of Clayton, Openshaw, Gorton, Harpurhey, Longsight, Levenshulme, Moss Side, Rusholme, Cheetham, Crumpsall, and Miles Platting.

Property inside a designated area? You need a selective licence — even for a single-family let or a property with just one tenant.

Property outside a designated area and below the HMO threshold? No property licence is required.

The Gap That Catches People

Manchester does not run an additional HMO licensing scheme. A house shared by three or four unrelated people — technically a small HMO — does not need a licence in Manchester unless it sits inside a selective licensing ward. The same property in Birmingham or Nottingham would need an additional HMO licence because those cities run citywide additional schemes.

This means a four-person shared house in Didsbury or Withington, which are outside the current selective licensing areas, needs no property licence at all. Move one more person in, and it crosses the five-person mandatory threshold.

What About Company-Owned Properties?

If a limited company owns the property, the company can be named as the licence holder. A director or accredited managing agent must be nominated as the local contact. The licence requirements are identical — corporate ownership does not create an exemption.

Penalties for Getting It Wrong

Operating without a licence is a criminal offence. Manchester City Council can issue civil penalties up to £40,000, and tenants can claim a Rent Repayment Order covering up to 24 months of rent for offences committed on or after 1 May 2026. Ground 6B allows possession in specified enforcement situations, including when a required licence application has been refused or a licence has been revoked; being unlicensed does not automatically block every Section 8 ground.

Our Manchester Landlord Licensing Guide includes a step-by-step decision tree with address-checking instructions, so you can confirm exactly which licence your property needs before you start the application.
