Manchester Selective Licence Renewal: Expiry Dates and What to Do Next
Every selective licence in Manchester is tied to the designation scheme that created it. When the scheme expires, your licence expires with it — even if five years have not passed since the licence was granted. This catches landlords who assume their licence runs for a fixed five years from the grant date regardless.
Key Expiry Dates
| Phase | Designation period | Expiry date |
|---|---|---|
| Phase 1 | May 2022 – April 2027 | 30 April 2027 |
| Phase 2 | August 2023 – August 2028 | 8 August 2028 |
| Phase 3 | May 2025 – May 2030 | 23 May 2030 |
A licence granted in 2024 under the Phase 1 scheme still expires on 30 April 2027 — it runs for three years, not five.
What Happens at Expiry
When a designation expires, the council must either renew the scheme through a fresh public consultation or let it lapse. If the designation is renewed, you need to apply for a new licence under the new scheme. There is no automatic rollover.
If the council does not renew the designation, selective licensing in that area ends. Properties that previously needed a licence no longer need one (unless they qualify for mandatory HMO licensing based on occupancy).
When to Start Watching
For Phase 1 areas (expiring April 2027), the consultation process for a successor scheme would typically begin 6 to 12 months before expiry — meaning announcements could come from late 2026 into early 2027. If you let in Clayton, Openshaw, Gorton, Harpurhey (Trinity area), or Abbey Hey, watch the council's selective licensing pages and public notices from now.
Phase 2 (Longsight, Levenshulme, Moss Side, Rusholme) expires in August 2028. Phase 3 (Cheetham, Crumpsall, and the 2025 expansions) runs until May 2030.

Renewal Application Timing
When a successor scheme is confirmed, submit your new application early. Manchester has historically offered early bird discounts for applications lodged within the three-month window before a scheme goes live — those discounts save £100 to £200 per licence but expire permanently once the window closes.
Lodge your renewal application 60 to 90 days before the current licence expires to maintain continuous statutory protection. A duly made application provides a defence against prosecution while the council processes it, but only if it is submitted before the old licence lapses.
No Automated Reminders
Manchester City Council does not send automated reminder emails when your licence is approaching expiry. Track the date yourself. Operating an unlicensed property after expiry carries the same penalties as never having had a licence — civil penalties up to £40,000 and Rent Repayment Orders covering up to 24 months of rent.
Mandatory HMO Licences Are Different
Mandatory HMO licences run for a standard five years from the grant date and are not tied to a designation scheme (the mandatory scheme is statutory and has no expiry). Manchester offers a £200 renewal discount for HMO landlords who renew before the licence expires.
Our Manchester Landlord Licensing Guide includes an expiry-tracking log for all three phases and a renewal timeline checklist.
