Middlesbrough PRS Database Registration — What Landlords Need to Know for 2027
A new layer of compliance is coming for Middlesbrough landlords in 2027: the mandatory national Private Rented Sector (PRS) Database, established under the Renters' Rights Act 2025. If you already hold a selective or HMO licence, this does not replace it — it is an additional requirement that runs alongside your existing council licences.
The Registration Window
Landlords operating properties in the North East registration region, which includes Middlesbrough, enter their statutory PRS Database registration window on 15 June 2027. They have three months to register eligible properties, through 14 September 2027. The regulations require landlord and dwelling entries for residential tenancies within the database's scope, subject to statutory exclusions.
The PRS Database is a national system managed by central government, separate from any local authority licensing scheme. It applies to all privately rented properties in England, regardless of whether the property is in a selective licensing area or not.
It Does Not Replace Local Licensing
This is the critical point. The PRS Database and Middlesbrough Council's licensing schemes operate under different legislation and serve different purposes:
- Local licensing (selective and mandatory HMO) operates under the Housing Act 2004, administered by Middlesbrough Council, with local fees and conditions
- The PRS Database operates under the Renters' Rights Act 2025, administered nationally, with its own registration requirements
A landlord in Newport ward will need both a selective licence from Middlesbrough Council and a PRS Database entry. An HMO landlord anywhere in the borough will need both a mandatory HMO licence and a PRS Database entry. A landlord outside Newport with a single-family let below the HMO threshold will need a PRS Database entry even though they currently need no council licence.
What to Expect
The regulations require landlord identity and contact information, plus dwelling information including the address, ownership and property type, bedroom count, number of occupants and households, HMO licensing status, relevant gas and electrical safety information, EPC information, rent, and furnishing status. The dwelling entry records occupancy numbers, not tenant names. The Government says the database will support council enforcement and give tenants more information; the public-facing details are being set out separately, so the exact information visible to the public has not yet been confirmed.
The announced fee is £65 per property per year, pro-rated during the initial regional rollout. The detailed registration instructions and exact pro-rated first-year amount have not been published. The regulations require relevant gas-safety, electrical-safety, and EPC information or documents, so keep those records current.

Preparing Now
While the registration window is still months away, landlords can take practical steps:
- Keep your safety certificates current. Expired certificates will create problems for both your local licence and your database registration.
- Maintain accurate records. The database requires current landlord and dwelling details, occupancy counts, licensing status, safety information, rent, and furnishing status. Updates are generally required within 28 days when recorded information changes.
- Watch for the formal guidance. MHCLG will publish detailed registration instructions before the North East window opens.
Our Middlesbrough Landlord Licensing guide covers the current licensing requirements in detail, helping you maintain compliance with Middlesbrough Council's schemes while you prepare for the additional PRS Database obligation.
