PRS Database Registration for Salford Landlords: Dates, Rules, and What It Means
If you're already juggling Salford's selective and HMO licensing, you'll want to know about the national Private Rented Sector Database heading your way in 2027. It's a new, separate registration requirement — and holding a local Salford licence doesn't exempt you from it.
What the PRS Database Is
Introduced under the Renters' Rights Act 2025, the national PRS Database is a centrally managed register of in-scope private rental properties in England. It sits above and alongside local authority licensing schemes. Private landlords will generally need to register their in-scope rental properties, regardless of whether their local council runs selective or HMO licensing.
The Renters' Rights Act also provides for a new national landlord ombudsman, giving tenants a formal route for complaints that currently gets bounced between councils, courts, and property redress schemes.
Key Dates for Salford Landlords
Salford falls within the North West region cohort. The rollout timeline is:
- 15 December 2026: the national PRS Database portal opens for voluntary early registration
- 15 May 2027: the statutory duty to register North West rental properties officially begins
- 14 August 2027: registration deadline for in-scope existing North West PRS properties
After 14 August 2027, operating an unregistered in-scope rental property in the North West is a compliance breach under the new national framework.
Local Licence ≠ National Database Registration
This is the part that's going to catch landlords out. You can hold a perfectly valid Salford selective licence or mandatory HMO licence and still be in breach of national registration requirements if you haven't separately registered on the PRS Database.
They are separate registration obligations: a Salford licence does not satisfy the national database requirement, and vice versa.
For Salford landlords, this means maintaining two parallel compliance obligations from mid-2027 onwards:
- Your local property licence (selective, mandatory HMO, or Section 257 additional, depending on the property)
- Your national PRS Database registration

What About Devolved Schemes?
If you let properties in Wales or Scotland as well as in Salford, the devolved registration systems (Rent Smart Wales, Scottish Landlord Registration) have zero legal force in England. You need to comply with Salford's licensing portal and the English PRS Database independently — a Welsh or Scottish registration doesn't count.
What to Do Now
The North West registration window begins on 15 May 2027 and closes on 14 August 2027. Use the time before it opens to prepare the required information and register in-scope existing properties by 14 August. Properties let after that deadline must also be registered.
Keep an eye on your local licence renewal dates too. The Eccles, Barton & Winton selective scheme expires 1 September 2027 — right around the PRS Database mandatory deadline. If your selective licence renewal and database registration fall in the same window, you'll want both processes running in parallel rather than one surprising you while you're focused on the other.
