Oxford Landlord Licence Documents: The Complete Checklist
Why Documents Matter Before the Application
Oxford City Council won't class your licence application as "duly made" until every required document is uploaded. An incomplete submission sits in limbo — and the 12-week standard-rate window keeps ticking. Missing certificates also trigger automatic loss of any accreditation discount and can prioritise your property for proactive inspection.
Getting the evidence pack right before you touch the portal saves time, money, and enforcement attention.
Gas Safety Certificate (CP12)
Required for every property with gas appliances or installations provided by the landlord. Must be issued by a Gas Safe registered engineer and renewed annually. The certificate covers all gas appliances, flues, and pipework.
Upload the current certificate with your application. You'll also need to supply a new one to the council every year for the duration of the licence.
Electrical Installation Condition Report (EICR)
Mandatory under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020. The report must be carried out by a qualified electrician and renewed at least every five years.
The outcome must be "Satisfactory." If the EICR lists C1 (danger present) or C2 (potentially dangerous) classification codes, you need to attach written confirmation — invoices or a minor works certificate — proving the remedial work was completed within 28 days of the report date.
An EICR showing unresolved C1 or C2 codes with no proof of repair will stall your application.

Energy Performance Certificate (EPC)
Under the Minimum Energy Efficiency Standard (MEES) regulations, the property must hold an EPC rating of Band E or higher. Band F or G properties can only be let if registered on the national PRS Exemptions Register — and you'll need to upload that registration proof.
EPCs are normally valid for 10 years. If an EPC has expired but the tenancy has continued without alteration, the expired EPC may be accepted alongside signed tenancy agreements proving continuous occupation from when the EPC was valid. A fresh EPC is safer if there's any doubt.
Smoke and Carbon Monoxide Alarms
Under the Smoke and Carbon Monoxide Alarm (England) Regulations 2015 (as amended):
- Smoke alarms on every storey used wholly or partly as living accommodation
- Carbon monoxide alarms in every room containing a fixed combustion appliance — gas boilers, gas fires, wood burners, solid fuel stoves
All alarms must be tested and functional on the day a new tenancy starts. You declare compliance as part of the application and must supply proof on council demand.
Fire Risk Assessment (HMO)
While not always listed as a separate "form" in the portal, HMO properties effectively need a fire risk assessment covering escape routes, fire doors, alarm systems, and emergency lighting. The floor plans you submit must show fire door locations and escape routes, and the council checks these against the physical layout during inspections.
For larger HMOs (five or more occupants), a formal fire risk assessment document is expected alongside the application.
Dimensioned Floor Plans (HMO)
HMO applications require detailed floor plans showing:
- Room designations (sleeping, living, kitchen, bathroom)
- Number of storeys
- Usable floor area in square metres for each room
- Fire door and fire escape locations
- Smoke detector positions
- Kitchen and bathroom facility locations relative to occupant numbers
Ceiling heights below 1.5 metres must be excluded from the usable floor area calculation. Generic estate agent floor plans almost never meet these requirements — you'll likely need purpose-drawn plans.
For selective licences, the property details section is simpler, but you still declare rooms, storeys, and basic layout.
Tenancy Agreements
Both selective and HMO applications require copies of signed tenancy agreements to verify occupancy counts and tenancy start dates. If you're claiming the standard rate (rather than higher rate), you need tenancy documentation dated within 12 weeks of your application to prove when the property became licensable.
