Oxford Landlord Licence Renewal: Deadlines, Documents, and Earned Renewals
When Renewal Matters More Than the First Application
If your licence expires before you submit a renewal, you lose renewal-fee status and a later application is treated as a new application. For 2026/27, the standard new fee is £853 for selective licensing or £858 for an HMO when you can prove the property became licensable within the preceding 12 weeks; after that, the higher-rate new fee is £1,803 or £3,190. The separate £744 higher-rate HMO renewal fee applies where management concerns, non-compliance, or re-inspections are involved. The council doesn't send countdown reminders that guarantee you'll catch the deadline. Tracking expiry dates is your responsibility.
Selective Licence Renewals
Standard selective licences run for five years from issue, though the council may grant a shorter term. The 2026/27 £210 renewal fee (£138 Stage 1 plus £72 Stage 2) applies only to existing one-year selective licences and only when the renewal application is submitted before expiry. A renewal can extend the total licence term to a maximum of five years from the original application.
The renewal fee is not an earned multi-year option; it applies to existing one-year licences and can bring their total term up to five years.
The renewal process follows the same portal workflow as a new application: log in, update any changed details, confirm your safety certificates are current, upload new documents where needed, and pay.
HMO Licence Renewals and Earned Durations
HMO renewals are more nuanced. Oxford offers four renewal tiers based on your compliance track record:
| Tier | Duration | 2026/27 Fee | Requirements |
|---|---|---|---|
| Standard | 1 year | £392 | No outstanding management issues |
| Higher rate | 1 year | £744 | Management concerns requiring re-inspection |
| 2-year earned | 2 years | £432 | Good compliance history, all safety certs valid, accredited manager |
| 5-year earned | 5 years | £610 | Exemplary management, continuous accreditation |
The five-year earned renewal is the most cost-effective path: £610 over five years versus £392 per year under standard renewal (£1,960 over the same period). Earning it requires a clean record — no enforcement notices, no outstanding works, continuous accreditation, and all safety documentation current throughout the previous licence period.

Documents You Need for Renewal
Renewal applications need current versions of the same core documents:
- Gas Safety Certificate — must be in date (renewed annually)
- EICR — valid for five years; if yours expires before the new licence period ends, you'll need to schedule a new inspection
- EPC — minimum Band E; if expired, a continuous tenancy with no changes may keep the old one valid, but a fresh one is safer
- Smoke and CO alarm declarations — functional alarms on every storey, CO detectors in combustion appliance rooms
- Updated tenancy agreements — reflecting current occupancy
For HMOs, your floor plans need to be current too. If room layouts or occupancy numbers have changed since the last application, submit updated dimensioned plans.
The Transition Between Schemes
Oxford's additional HMO scheme (2021–2026) expired on 9 June 2026, with the new scheme (2026–2031) starting on 25 June 2026. If your licence's expiry falls in that 15-day transition window, the council issued specific renewal instructions aligned with the new scheme's commencement.
The selective licensing scheme runs until 31 August 2027. Standard selective licences run for five years from issue, so check the expiry date printed on your licence. The national PRS Database does not replace local licensing: voluntary registration is scheduled to open on 15 December 2026, with mandatory regional rollout from 15 March to 14 June 2027.
Don't Let the Clock Run Out
The 12-week higher-rate window is the biggest financial risk in the renewal process. Set calendar reminders well before your licence expires, gather documents ahead of time, and submit the renewal application before — not after — the expiry date.
Our Oxford landlord licensing guide includes a dated renewal and certificate expiry log, so you track every deadline in one place and never drift into higher-rate territory.
