How to Calculate a Rent Increase in PEI: Step-by-Step Math
The Formula
The calculation itself is straightforward:
Current lawful monthly rent × allowable percentage = monthly dollar increase
Add the dollar increase to the current rent and you have the new lawful maximum. The allowable percentage for 2026 is 2.0%; for 2027 it is 2.1%.
What trips landlords up is precision.
Worked Example: 2026 at 2.0%
A Charlottetown apartment rents for $1,250/month (unheated). The last lawful increase took effect October 1, 2025.
- $1,250.00 × 0.020 = $25.00
- New lawful rent: $1,275.00
The increase can take effect November 1, 2026 at the earliest (satisfying the 12-month rule), provided the landlord served Form 8 by July 31, 2026.
Worked Example: 2027 at 2.1%
A heated unit in Summerside rents for $1,600/month. Rent was last increased January 1, 2026.
- $1,600.00 × 0.021 = $33.60
- New lawful rent: $1,633.60
The increase takes effect no earlier than January 1, 2027. Form 8 must be served by October 1, 2026 (or September 28 if sent by mail, to account for the three-day deeming rule).

The Rounding Trap
PEI law requires the calculation to be exact to the cent. Rounding $1,633.60 up to $1,634 or $1,635 creates an illegal rent increase — however small the difference. A tenant who notices the discrepancy can file Form 2A with the Residential Tenancy Office and claim a refund of every cent collected above the lawful amount.
When a calculation produces a half-cent ($0.005), round to the nearest whole cent: $0.005 and above rounds up, below $0.005 rounds down. Beyond that, do not round to the nearest dollar, five dollars, or any other convenient figure.
Utility-Inclusive Rents
If heat, electricity, or water is included in the rent, the percentage applies to the total utility-inclusive figure. You cannot separate out the utility component to apply a higher rate to the base accommodation and a different rate to the utility portion.
For example, if a tenant pays $1,500/month with heat included, the 2.0% increase applies to the full $1,500:
- $1,500.00 × 0.020 = $30.00
- New lawful rent: $1,530.00
Temporary Discounts
If you granted a temporary rent discount — documented in the lease — the increase percentage applies to the original lawful baseline rent, not the discounted figure. The discount terms need to be clearly documented as temporary for this to apply.
What You Cannot Do
- Apply different percentages to different components of the rent
- Use the 2027 rate for an increase that takes effect in 2026
- Collect any amount above the guideline without a formal Director's order (even with tenant consent)
- Charge retroactive increases while an above-guideline application is pending
