PRSCheck Liverpool: How the Property Licensing Lookup Works
What PRSCheck Does
PRSCheck is a commercial property licensing lookup tool. You enter an address and it tells you which local authority licensing schemes — selective, additional HMO, mandatory HMO — apply at that location. For Liverpool, it confirms whether the property falls within one of the 39 designated selective licensing wards and flags mandatory HMO rules if the occupancy profile triggers them.
The basic address lookup is free. A full property report with detailed regulatory information costs £7.99.
What It Gets Right
PRSCheck pulls together data that would otherwise require you to navigate multiple council websites. For Liverpool specifically, it maps the post-2023 ward boundaries (the expansion from 16 to 39 wards after the May 2023 boundary reorganisation) against your address. That is genuinely useful, because Liverpool City Council's own postcode checker can confuse landlords who remember the old ward names and do not realise their property is now inside a different designation.
The tool also confirms that Liverpool does not operate an Additional HMO Licensing scheme — a common point of confusion, since neighbouring Sefton Council does run one for the Bootle and L20 area. Search engines frequently return Sefton's scheme pages when landlords search for Liverpool HMO licensing, which leads to unnecessary worry.
What It Cannot Do
PRSCheck answers one question: does a licensing scheme apply here? It does not help with anything that comes after that answer.
It will not tell you which documents to prepare for the application. It will not walk you through the LAR portal where Liverpool processes all licence submissions. It will not explain the fee tiers and discount combinations (a standard selective licence costs £704, but qualifying landlords pay between £321 and £486). It will not flag your six-monthly inspection obligations or the anti-social behaviour management conditions attached to the licence once granted.
The tool is a scheme identification service. The actual application, compliance and ongoing management work is a separate process entirely.

The National PRS Database
Separate from PRSCheck (a private company), the government's national Private Rented Sector Database is being introduced under the Renters' Rights Act 2025. Voluntary registration opens on 15 December 2026. Mandatory registration for Liverpool landlords begins on 15 May 2027, with a final deadline of 14 August 2027. Landlords who miss that deadline cannot serve Section 8 possession notices under the database rules.
The PRS Database does not replace local licensing. Liverpool's selective licensing scheme and mandatory HMO licensing operate under the Housing Act 2004 and continue independently. A landlord in Liverpool will eventually need to be registered on the national database and hold the correct local licence — two obligations, two systems.
The database's full launch timeline has not been confirmed yet. When it arrives, the registration requirement will apply regardless of whether a property sits in a licensing area.
Using the Council's Own Postcode Checker
Liverpool City Council runs a free postcode lookup through the LAR portal that confirms whether an address is in a designated selective licensing ward. It is the authoritative source — council enforcement relies on it, not on third-party tools.
The council checker is straightforward but limited in the same way: it confirms designation status and nothing more. For the full application process — documents, fees, the portal steps, licence conditions, the 2027 scheme renewal — you need to work through the council's guidance pages or an independent resource that consolidates the process.
Our Liverpool landlord licensing guide covers the complete licensing workflow from the initial ward check through to ongoing compliance — the part that starts where a postcode lookup leaves off.
