Quebec Rent Increase for Seniors' Residences — Personal Services Rate Explained
What Makes Seniors' Residences Different
Private seniors' residences in Quebec that include personal care services in the rent — meal preparation, housekeeping, medication reminders, or personal assistance — have a separate calculation component under the TAL rent-fixing criteria. The dwelling portion of the rent follows the standard 3.1% base rate, but the personal services portion indexes at a higher rate: 6.7% under the 2026 modernized formula.
This split exists because personal services costs (labour, food, supplies) typically inflate faster than general CPI. The 6.7% rate acknowledges that a seniors' residence providing daily meals and care assistance faces different cost pressures than a standard rental apartment.
How the Split Works
The TAL's calculation treats the rent as two components:
- Dwelling component — the portion attributable to occupying the physical unit (subject to the standard 3.1% base rate, plus any excess tax, insurance, or capital expense adjustments)
- Personal services component — the portion attributable to care and personal services (subject to the 6.7% rate)
The official TAL notice asks for the dollar or percentage share attributable to personal services. Keep records supporting that allocation rather than choosing an arbitrary amount.
Notice Requirements for Seniors' Residences
The TAL notice form (TAL-806A-E) includes a dedicated section for seniors' care breakdown. When serving a rent increase notice for a seniors' residence, you must separately disclose the dollar amount (or percentage) of the increase attributable to personal care services.
Use this section to identify the personal-services share and apply the 6.7% rate to that portion under the TAL criteria.

Practical Example
A unit rents for $2,400/month, with $1,600 allocated to dwelling costs and $800 to personal services.
- Dwelling component: $1,600 × 3.1% = $49.60/month
- Personal services component: $800 × 6.7% = $53.60/month
- Combined base increase: $103.20/month
Any additional tax, insurance, or capital-work adjustment must still follow the full TAL calculation criteria; do not allocate it between components using this example alone.
Within the TAL formula, the personal-services component uses the 6.7% rate. A landlord may propose a different increase; if the tenant refuses and the matter goes to the TAL, the tribunal applies its criteria.
Who Qualifies
The personal-services rate applies to qualifying private seniors' residences where the rent includes personal services. A standard residential rental does not qualify just because an elderly tenant lives there.
