How to Apply for a Landlord Licence in Redbridge: Online Application Steps
The most common mistake landlords make with Redbridge licensing is starting the online application before their documents are ready. The portal gives you 28 days from the moment you initiate an application to complete it and pay. Miss that window and you lose your progress.
Before You Touch the Portal
Assemble everything first:
- Gas Safety Certificate — current annual Landlord Gas Safety Record from a Gas Safe engineer
- EICR — Electrical Installation Condition Report rated "Satisfactory," completed within the last five years
- PAT certificates — for all landlord-supplied portable electrical appliances
- EPC — Energy Performance Certificate rated A through E (F and G properties cannot be legally let unless registered on the PRS Exemption Register)
- Floor plans — scaled drawings showing room dimensions in square metres, fire escape routes, and the positions of smoke alarms and heat detectors
- LLAS proof — if you've completed the London Landlord Accreditation Scheme or equivalent five-hour course, have the certificate ready for the £35 Part B discount
You also need contact details for every person with a legal interest in the property: joint owners, freeholders, leaseholders, and mortgage lenders. The application requires their names and addresses, and you have a duty to formally notify them that you've applied.
The Application Steps
All Redbridge licensing applications go through the portal at propertylicensing.redbridge.gov.uk.
1. Create an account. You'll need a unique email address and a password with at least 10 characters including upper and lowercase letters and numbers.
2. Start a new application. The system generates a 10-digit tracking code. Save it — this is your reference for all communication with the council.
3. Address lookup. Enter the property postcode and select the address. The portal automatically identifies whether the property falls under selective licensing (Scheme 3 or 4), additional HMO licensing, or mandatory HMO licensing based on the ward.
4. Applicant and manager details. The applicant should be the person who has control of the property — usually the freeholder or primary leaseholder receiving the rent. If you use a managing agent, they can be named as the manager, but appointing an agent does not transfer your legal liability.
5. Interested parties. Declare all parties with a legal interest: freeholders, leaseholders, joint owners, mortgage lenders, managing agents.
6. Property details. Enter the tenancy agreement type, number of rooms, room dimensions in square metres, shared facilities, and current occupant count.
7. Fit and proper declarations. Answer background questions about criminal records, housing law breaches, previous licence refusals, and whether you're subject to a banning order.
8. Upload documents. Attach digital copies of every certificate, your floor plans, and your LLAS accreditation proof.
9. Declaration and Part A payment. Sign the online declaration and pay the Part A fee by debit or credit card. For selective licences, Part A is £371.05. For HMO licences, it's £696.14.
After You Submit
The council targets three months to process a complete application. You'll receive an acknowledgement email with your tracking code, but this is not a granted licence.
Once the council reviews your submission, it issues a "Notice of Intention to Grant a Licence" with a draft licence showing proposed conditions and occupancy limits. You then have 14 days to submit written representations if you disagree with any conditions.
After the consultation period, the council invoices Part B. Pay that, and the final licence is issued.

The 28-Day Rule
This is worth repeating: you have exactly 28 calendar days from initiating an application to complete it and process payment. If the portal session expires, you lose your draft, and you may lose transitional fee rates. You also remain unlicensed during the gap, which exposes you to enforcement action.
The practical fix is simple: don't create an account until every document is in hand and you're ready to fill in the form in one or two sittings.
Notify Interested Parties
After submitting, you must serve written notice of the application on all identified interested parties — that's a legal duty under Schedule 2 of the Licensing and Management of Houses in Multiple Occupation and Other Houses (Miscellaneous Provisions) (England) Regulations 2006. Failing to notify them can result in your licence being refused or revoked later.
The Redbridge Landlord Licensing Guide includes a pre-application document tracker, a portal walkthrough, and a submission log to help you complete the process within the 28-day window without missing a step.
