Redbridge Landlord Licence Documents Required: The Full Upload List

A missing document is the fastest way to stall a Redbridge licence application. The portal won't let you submit without mandatory uploads, and submitting with an expired or non-compliant certificate means the council sends it back — burning days off your 28-day completion window.

Mandatory Documents for All Licence Types

These apply to selective, additional HMO, and mandatory HMO applications:

Gas Safety Certificate (CP12) — An annual Landlord Gas Safety Record issued by a Gas Safe registered engineer covering all gas appliances in the property. It must be current at the time of application. If there's no gas supply to the property, you may still need to confirm this during the application.

Electrical Installation Condition Report (EICR) — A formal inspection report from a qualified electrician. It must be rated "Satisfactory" and completed within the last five years. If the report shows any unrectified C1 (danger present) or C2 (potentially dangerous) fault codes, get those remediated and a clean report issued before you apply.

Portable Appliance Testing (PAT) Certificate — Safety testing results for all portable electrical appliances you've supplied to the property: kettles, toasters, washing machines, microwaves, and anything else plugged in that came with the let.

Energy Performance Certificate (EPC) — Must show a rating between Grade A and Grade E. Properties rated F or G cannot legally be let unless a valid exemption is registered on the national PRS Exemption Register. EPCs are valid for 10 years, but the rating itself must meet the A–E threshold.

Scaled Floor Plans — These must show:

  • Room dimensions in square metres (m²)
  • Clear fire escape routes
  • Exact positions of all hard-wired smoke alarms, heat detectors, and emergency lighting

You don't need professional architect drawings. Hand-drawn plans are accepted as long as the measurements are accurate and the safety features are clearly marked. Measure each room carefully — under the statutory rules, any space where the ceiling is below 1.5 metres doesn't count toward the floor area.

Additional Documents for HMO Applications

If you're applying for an additional or mandatory HMO licence, you also need:

Fire Risk Assessment (FRA) — A written assessment of fire hazards in the property, appropriate escape routes, and mitigation measures.

Fire Detection System Certificate — Proof that the fire alarm system has been professionally commissioned and inspected.

Emergency Lighting Certificate — Where emergency lighting is installed, a certificate confirming it has been tested.

LLAS Accreditation Proof

Not mandatory at the time of application, but submitting it when you apply secures a £35 discount on the Part B fee. The council accepts the London Landlord Accreditation Scheme certificate or any equivalent five-hour accredited landlord training course.

If you haven't completed accreditation yet, the council gives you 18 months from the date the licence is granted to finish the course and submit proof. You won't get the discount applied to Part B if you submit the proof after payment, though.

Common Rejection Triggers

From the research and publicly available council guidance, these are the issues that hold up applications:

  • Expired certificates — the Gas Safety Record renews annually, so check the date before uploading
  • EICR with unrectified faults — C1 and C2 codes must be cleared; a "Satisfactory" overall rating is required
  • Floor plans missing safety features — room dimensions alone aren't enough; the council specifically looks for smoke alarm and heat detector positions
  • EPC below Grade E — the property cannot be legally let and the application will not proceed
  • Missing PAT testing — often overlooked for furnished lets

Preparing Everything Before the Portal

The 28-day portal timer starts when you create an application, not when you submit it. Getting every document verified and saved as a digital file before you open the portal means you can work through the form in one or two sessions.

The Redbridge Landlord Licensing Guide includes a pre-application document tracker that lists every required upload, the compliance standard it must meet, and a tick-off column to confirm it's ready — designed to be completed before you create a portal account.
