Redbridge Property Licensing Contact and Enforcement: How to Reach the Council

How to Contact Redbridge Property Licensing

The Private Sector Housing and Property Licensing Team at the London Borough of Redbridge handles all licensing queries — applications, status checks, document submissions, and complaints. The main contact route is email at [email protected], which is also the address to use when the public register is offline due to system maintenance.

For licensing applications themselves, everything goes through the dedicated portal at propertylicensing.redbridge.gov.uk. Paper applications carry a £139.23 surcharge, so the online portal is the standard route.

General Redbridge Council housing queries (not licensing-specific) go through the main council contact channels at redbridge.gov.uk, though for anything involving licence applications, fees, or enforcement, the PRS licensing team is the correct destination.

When the Council Takes Enforcement Action

The Private Sector Housing and Property Licensing Team handles enforcement of Redbridge's licensing requirements.

When the council investigates a suspected licensing offence, it checks whether the property falls within a licensing designation and whether an offence has occurred. For a Housing Act 2004 licensing offence, it can issue a civil penalty of up to £30,000 as an alternative to prosecution. If it prosecutes and the landlord is convicted in the Magistrates' Court, the court can impose an unlimited fine.

For qualifying offences committed on or after 1 May 2026, tenants or the council can apply to the First-tier Tribunal for a Rent Repayment Order of up to 24 months' rent. For a continuing offence spanning that date, the higher cap applies only to rent paid on or after 1 May 2026; earlier rent remains subject to the 12-month cap.

Pre-Application Advisory Visits

If you are unsure whether your property meets physical standards before applying, Redbridge offers a pre-licensing advisory inspection for £477. An enforcement officer visits the property and produces a compliance report identifying any works needed before you submit your application. This is entirely optional — it does not affect your ability to apply — but it can prevent application delays from failed inspections later.

Checking Your Application Status

The portal generates a unique 10-digit tracking code when you start an application, and the submission acknowledgement includes that reference. The council targets a three-month processing timeframe from receipt of a complete submission. During that period, you can email [email protected] with your tracking code to check progress.

The public register at propertylicensing.redbridge.gov.uk shows granted licences, though it has experienced technical migration issues. If your property does not appear on the register despite having a valid application, contact the licensing team directly and keep your Part A payment confirmation as proof of submission.

What Triggers a Licence Condition Inspection

Enforcement officers also inspect licensed properties during the five-year licence term. Inspections assess compliance with licence conditions — gas safety, electrical safety, smoke alarms, room sizes, tenant references — alongside a Housing Health and Safety Rating System (HHSRS) assessment covering 29 statutory hazards.

A failed inspection can result in Improvement Notices, Prohibition Orders, or licence revocation, independent of any licensing enforcement. Licence conditions require you to produce safety certificates, tenancy agreements, and occupant lists within 28 days of a formal written request from the council.

The Redbridge Landlord Licensing Guide includes the full list of licence conditions for selective and HMO licences, a document tracker for ongoing compliance, and the enforcement timeline landlords should understand before and after receiving their licence.
