RTBA Online Landlord Registration: Setting Up Your Victoria Account

Routine bond lodgements, transfers, and claims in Victoria are handled through RTBA Online, which requires a registered account. The online setup uses Service Victoria's identity verification system, which trips up landlords who aren't expecting a multi-step government authentication flow.

Account Types

When you register on RTBA Online, you select an account type. Self-managing landlords choose Individual Landlord (also labelled "rental provider — individual"). Don't select the agent or corporate options unless you're operating through a registered estate agency or corporate entity.

Each person on the account needs a unique email address. The portal rejects shared or generic email addresses, so if you and your partner co-own the property, each of you needs a separate registration.

Service Victoria Identity Verification

RTBA Online uses Service Victoria, the state government's digital identity platform, to authenticate your identity. Use a valid government document accepted by Service Victoria and follow the current verification prompts. If verification fails, follow Service Victoria's current troubleshooting guidance.

What You Need for First-Time Registration

Before starting, have these ready:

  • A valid government identity document accepted by Service Victoria
  • The details requested during Service Victoria verification
  • A unique email address you'll use only for RTBA correspondence
  • The property address of your rental
  • Your bank account details (BSB and account number) for future bond refund disbursements

Bond Merge: Transferring From an Agent

If you're switching from an agent to self-management, the existing bond sits under your former agent's RTBA account. You need to complete a Bond Merge (also called a Rental Provider Transfer) to move administrative control of that bond to your new individual landlord account.

The bond merge requires:

  1. Your agent initiates the transfer on their side of RTBA Online.
  2. You accept the transfer on your individual landlord account.
  3. The RTBA updates the bond record to reflect you as the managing rental provider.

Your agent may charge an administrative fee for processing the transfer. The bond amount, bond number, and renter details carry over unchanged.

Troubleshooting Login Issues

If you can't log in after registration:

  • Clear your browser cache. The Service Victoria authentication session can conflict with stale cookies.
  • Use a supported browser. RTBA Online works best on current versions of Chrome, Safari, or Edge. Internet Explorer is not supported.
  • Check your email for verification links. Some registration steps require clicking a confirmation link before the account activates.

For persistent issues, call the RTBA directly at 1300 13 71 64 during business hours. Complex situations — such as deceased estates, power of attorney, or court-appointed guardianship — require paper submissions with certified documents rather than digital registration.

The Rental Bonds in Victoria guide includes a step-by-step Service Victoria setup walkthrough and a bond merge checklist for landlords transitioning from agent management.
