Sheffield HMO Licence Cost: Two-Part Fees, Discounts and Extra Charges

Sheffield City Council uses a two-part fee structure for mandatory HMO licensing, and the total depends on how many bedrooms the property has. Understanding when each part is due — and what triggers extra charges — can save you hundreds of pounds.

The Two-Part Split

Sheffield's fees follow the European Services Directive ruling that local authorities cannot demand enforcement fees before deciding whether to grant a licence. So the cost is split:

  • Part 1 (Processing) — paid at the point of application submission
  • Part 2 (Management & Enforcement) — paid within 14 days of receiving the draft licence (Notice of Intention)

2026 Fee Schedule: New Applications

These figures reflect the fee scale updated on 1 February 2024, still in effect through 2026:

Bedrooms Part 1 Part 2 Total
Up to 5 £725 £460 £1,185
6–9 £850 £540 £1,390
10–14 £1,030 £660 £1,690
15–19 £1,275 £815 £2,090
20–24 £1,580 £1,010 £2,590
25–49 £1,945 £1,245 £3,190
50+ £2,375 £1,515 £3,890

Renewal Fees

If you submit a valid renewal with complete documentation and Part 1 payment before your existing licence expires, the Part 1 fee is slightly lower:

Bedrooms Part 1 (Renewal) Part 2 Total
Up to 5 £675 £460 £1,135
6–9 £800 £540 £1,340
10–14 £980 £660 £1,640

The saving is £50 on Part 1 across all listed property sizes. Miss the renewal window and you pay the full new-application rate.

The £50 EPC Discount

Sheffield offers a discretionary £50 discount on the Part 2 fee if the property holds a valid EPC rated Band C or higher at the time of determination. The discount is not automatic — you forfeit it if:

  • The council served a warning letter or notice for failing to license the property
  • You owe outstanding housing debts to Sheffield City Council
  • Officers had to chase you for missing documents
  • You have been subject to enforcement action in the previous five years
  • You provided false or misleading information

Extra Charges to Watch For

Several ancillary fees can push the total well above the standard rate:

  • Invalid application fee: £150 — added if your form is incomplete, signatures are missing, or certificates are invalid
  • Compliance monitoring fee: £500 — added if the council had to intervene before you applied
  • Pre-application advice visit: £350 — an optional on-site officer inspection and floor plan review
  • Officer application assistance: £40/hour — direct help completing the form

Refunds

If you withdraw before the council assesses the property, you get 82% of Part 1 back (86% for renewals). After the assessment stage, Part 1 is retained and Part 2 is not charged. Refused applications get no refund at all.
