Southampton HMO Licence Renewal: Deadlines, Fees and the 2030 Expiry

A standard Southampton HMO licence lasts five years, but the timing traps around renewal are where landlords get caught. Miss the deadline by a day and you are operating an unlicensed HMO — exposed to the £1,618 late fee, civil penalties and rent repayment orders from your tenants.

When to Start the Renewal

Southampton City Council expects renewal applications at least two months before the existing licence expires. The council usually sends a reminder notice three months before expiry, but the legal obligation to maintain a valid licence sits entirely with you. If the reminder does not arrive — because of a change of address, a spam filter, or an administrative oversight — that is not a defence.

Set your own reminder. Check the expiry date on your current licence and work backwards by at least 10 weeks to give yourself time to gather updated safety certificates before submitting.

The 2030 Scheme Expiry

Every additional HMO licence issued under Southampton's 2025–2030 scheme expires on 30 September 2030, regardless of when it was granted. A licence issued in October 2025 gets the full five years. A licence issued in March 2029 gets 18 months. The fee is the same.

This creates an unusual renewal situation. If the council renews the additional licensing designation for another five years (which it may do — the 2024 General Approval makes this administratively simpler), every landlord with an additional licence will need to reapply at roughly the same time. Expect processing delays around that window.

Mandatory HMO licences are not tied to the scheme dates — they run for five years from the date of issue and renew on their own cycle.

What Renewal Costs

A renewal follows the same fee structure as a first application:

  • Standard rate: £953 (£300 Stage 1 + £653 Stage 2)
  • Independent surveyor rate: £636 (£300 Stage 1 + £336 Stage 2)
  • Late rate: £1,618 (£300 Stage 1 + £1,318 Stage 2)

The surveyor discount still applies at renewal. If anything, it is more valuable the second time around — your property should already be compliant, so the surveyor inspection is quicker and the certificate is straightforward.

Short Licences

Not every licence runs the full five years. The council can issue a shortened licence — anywhere from one to three years — if the application had problems. Reasons include:

  • Management deficiencies or historical housing standards complaints
  • Significant administrative delays or missing documentation during the application
  • Properties requiring extensive remedial works
  • Concerns about the fit and proper status of the applicant or manager

A short licence means an earlier renewal date and another round of fees. It also signals that the council is watching the property more closely.

Temporary Exemption Notices

If you are planning to take the property out of HMO use — reducing occupancy, converting back to single-family, or selling with vacant possession — you can apply for a Temporary Exemption Notice (TEN) under Sections 62 and 85 of the Housing Act 2004. A TEN exempts you from licensing penalties for three months. In exceptional cases, the council can grant a second three-month TEN, after which no further exemptions are available.

A TEN is not a substitute for renewal. It is a temporary bridge while you actively take steps to make the property non-licensable.
