Southampton HMO Licence Fees: Full Breakdown for 2026
Southampton HMO licence fees range from £636 to £1,618, depending on when you apply and whether you use an independent surveyor. All fees are non-refundable and split across two payment stages — a fact that catches landlords off guard when a refused application still costs them £300.
The Three Fee Tiers
Southampton City Council sets its licence fees under Section 63 of the Housing Act 2004, strictly to recover administrative and enforcement costs.
Standard rate: £953. This is what you pay if you apply within three months of the property becoming licensable and the council inspects the property. Stage 1 is £300 (paid at submission), Stage 2 is £653 (invoiced after the council issues its Notice of Intention to Grant, payable within 14 days).
Independent surveyor rate: £636. Same timing requirement — within three months — but you submit a Certificate of Compliance from a council-approved RICS or CIEH surveyor alongside your application. The surveyor must have inspected the property and signed off that it meets Southampton's HMO standards. Their certificate must be dated within three months of your application. Stage 1 stays at £300; Stage 2 drops to £336. That is a direct saving of £317 against the standard rate.
Late application rate: £1,618. If you apply more than three months after the property became licensable, or the council discovers you through enforcement, the Stage 2 fee jumps to £1,318. Combined with the £300 Stage 1, that is £665 more than the standard rate and £982 more than the surveyor rate.
Properties managed under the ANUK National Code of Standards for Larger Developments qualify for a 50% reduction across both stages — relevant mainly for large student accommodation blocks.
Ancillary Charges
Beyond the licence fee itself, Southampton levies charges for specific situations:
| Service | Fee |
|---|---|
| Licence variation (desktop only) | £64 |
| Licence variation (officer visit) | £127 |
| Missed inspection appointment | £89 |
| Additional conditions check | £127 |
| Invalid application reminder letter | £33 per letter |
| Pre-application advisory visit | £76 |
The missed inspection fee applies if an officer arrives and you either fail to provide access or cancelled with less than 24 hours' notice. The advisory visit is optional — it gives you a verbal compliance report before you submit, which can flag problems early.
Non-Refundable — No Exceptions
Both Stage 1 and Stage 2 fees are non-refundable. If your application is refused, if you withdraw it, or if you sell the property mid-licence, you do not get any money back. This applies to all tiers.
Under the Tenant Fees Act 2019, licensing fees are a landlord compliance expense. You cannot pass any part of the fee to your tenants through rent surcharges, administration charges or any other mechanism.

The Surveyor Route Is Almost Always Worth It
The maths is straightforward. An independent HMO surveyor in Southampton typically charges between £150 and £300 for an inspection and certificate. Even at the top end, paying £300 for the surveyor plus £636 to the council (£936 total) costs less than the £953 standard rate. At the lower end, you save over £150 net.
The surveyor also catches problems before the council does. If your EICR has an outstanding code, or a bedroom falls below the minimum floor area, the surveyor flags it before your application goes in — rather than the council discovering it during a formal inspection and imposing conditions or requiring a follow-up visit (another £127).
