Sunderland HMO Fire and Electrical Safety: Certificates, Alarms and Fire Doors
The relevant fire and electrical safety certificates aren't just good practice for Sunderland HMO landlords — they're required uploads for a licence application. Missing or expired documents can leave the application incomplete and incur a £123 surcharge.
Gas Safety Certificate (CP12)
Every HMO with a gas supply must have an annual gas safety check carried out by a Gas Safe registered engineer. The resulting CP12 certificate must be:
- Current at the time of application (not expired, not "due next month")
- Submitted to Sunderland City Council annually — not just held on file, but actively provided to the council
- Made available to tenants within 28 days of the check
The Gas Safety (Installation and Use) Regulations 1998 require this for all rental properties, not just HMOs. But for licensed HMOs, it's also a licence condition — failing to supply the annual certificate to the council is a breach in its own right.
Electrical Installation Condition Report (EICR)
Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, your HMO needs a satisfactory EICR issued within the last five years. "Satisfactory" means no C1 (danger present) or C2 (potentially dangerous) codes, or that any such codes have been remediated and the installation retested.
The EICR must be carried out by a qualified person — typically registered with NICEIC, NAPIT, or a similar competent person scheme. The report goes to the council as part of your application and must be given to tenants within 28 days of the inspection.
Common reasons EICRs come back unsatisfactory in Sunderland's older housing stock: outdated consumer units without RCD protection, degraded wiring in properties that haven't been rewired since the 1970s, and lack of adequate earthing. Budget for remedial work if your property hasn't had a recent electrical upgrade.
Smoke Alarms
National mandatory licence conditions require working smoke alarms on every storey of the HMO. "Working" means tested and functional — the council expects evidence that the detection system is maintained, not just installed.
For licensed HMOs, the council's application evidence requirements include annual fire-alarm testing documentation to BS 5839. Make sure the evidence covers the system installed in your property; a standalone battery-operated detector alone does not replace the required test documentation.

Carbon Monoxide Alarms
Carbon monoxide alarms must be installed in any room used as living accommodation that contains a fixed combustion appliance, except a gas cooker. This includes rooms with gas or oil boilers, gas fires, or wood-burning stoves. The alarm must be in the same room as the appliance, not in an adjacent hallway.
Fire Doors
The council's application guidance expects fire doors to be marked "FD" on the floor plan. During the inspection, the housing officer checks the property's fire precautions and compares the layout with the submitted plan. Confirm the required door types and positions for your property with the council.
Emergency Lighting
The council's application evidence requirements call for emergency-lighting test certification to BS 5266 when applicable. Include a current certificate, less than 12 months old, if your property requires emergency lighting.
What Gets Submitted When
All safety certificates are uploaded during the initial online portal submission, before you pay the Part 1 fee. The council won't process your application without them. After the licence is granted, the gas safety certificate must be resubmitted annually — the other certificates renew on their own cycles (EICR every five years, fire alarm testing annually).
The Sunderland Landlord Licensing Guide includes a certificate tracker and evidence matrix showing exactly which documents the portal requires, their validity periods, and when each renewal falls due.
