Thurrock Selective Licence Documents Needed: The Complete List

The Document Checklist

Thurrock Council requires supporting evidence for a licensing application, with the exact documents depending on the property and licence type. For example, a PAT report is needed only for an HMO where the landlord supplies portable appliances in shared areas. If a required item is missing, the application can be treated as invalid, triggering a £27 re-processing fee and a 14-day correction window.

Gas Safety Certificate

If the property has gas appliances or supply pipes, the certificate must be issued by a Gas Safe registered engineer, renewed every 12 months and cover those appliances and flues. It must be current at the date of application — an expired certificate is grounds for rejection.

Electrical Installation Condition Report (EICR)

Valid for five years. Must be carried out by a qualified, competent electrician and state "Satisfactory" as the overall assessment. If the report flags C1 (danger present) or C2 (potentially dangerous) defects, those must be fixed within 28 days and a confirmation of remedial work submitted to the council before the application can proceed.

Energy Performance Certificate (EPC)

Valid for 10 years. The property must hold a minimum rating of Band E. If it falls below that, you either need to carry out improvements or register a valid exemption on the national PRS Exemptions Register before applying.

Floor Plan

A clear plan showing room layouts, individual bedroom floor areas in square metres, locations of kitchens, bathrooms and toilets, and positions of fire escape routes, smoke detectors and fire doors. This does not need to be professionally drawn — a neat, accurate plan by the landlord is acceptable — but measurements must be included and legible.

For HMO applications, the council checks bedroom dimensions against the Essex Amenity Standards: 6.51 m² for a single room with shared kitchen, dining and living facilities (8.5 m² with a shared kitchen but no shared living room), and 12.0 m² for a double room with a shared kitchen but no shared living room. Any room below 4.64 m² cannot be used as a bedroom at all.

Tenancy Agreement

A legible copy of the current written tenancy agreement or statement of terms. This confirms the occupancy arrangement and tenancy type.

PAT Report (HMOs Only)

If you are applying for an HMO licence and supply portable electrical appliances in shared areas, you need an annual Portable Appliance Testing report from a qualified PAT tester. This is not required for selective licence applications where there are no landlord-supplied appliances in communal spaces.

Formatting Requirements

Upload clear, legible PDF or image scans. Blurry photos, cropped certificates or password-protected files will be rejected. The portal accepts standard image formats and PDF.

What Happens If Documents Are Missing

The council treats the application as invalid and charges a £27 re-processing fee. You get 14 days to upload the missing items. During that window, the property remains unlicensed in the council's eyes — you are not protected from enforcement action.

This is why getting the document package right before you start the application matters. Assembling everything first and checking validity dates saves you the re-processing fee and keeps the 12-week clock from running past you into higher-rate territory.
