Thurrock Selective Licensing Wards: Which Areas Need a Licence?
16 Designated Wards
Thurrock's selective licensing scheme applies to privately rented single-household properties in 16 of the borough's 20 electoral wards. If your rental property sits in any of these wards, you need a selective licence (unless it qualifies as an HMO, which falls under a separate scheme):
- Aveley and Uplands
- Belhus
- Chadwell St Mary
- Chafford and North Stifford
- Corringham and Fobbing
- East Tilbury
- Grays Riverside
- Grays Thurrock
- Little Thurrock Rectory
- Ockendon
- South Chafford
- Stanford East and Corringham Town
- Stanford le Hope West
- Tilbury Riverside and Thurrock Park
- Tilbury St Chads
- West Thurrock and South Stifford
The 4 Exempt Wards
Four wards are excluded from selective licensing because council data showed they fell below the statutory thresholds for anti-social behaviour, disrepair and deprivation:
- Little Thurrock Blackshots
- Orsett
- Stifford Clays
- The Homesteads
If your property is in one of these four wards and is rented to a single household, no selective licence is required. You do not need to file a declaration of exemption for properties in exempt wards that are straightforward single-household lets.
However, HMO licensing is completely separate from ward designations. Both mandatory and additional HMO licensing apply borough-wide across all 20 wards, including the four exempt ones. A property with three unrelated sharers in Orsett still needs an additional HMO licence.
How to Check Your Ward
Postcode boundaries do not always line up neatly with ward boundaries. A postcode that straddles two wards could put one property in a designated area and a neighbouring property in an exempt one.
The reliable method is to check your specific house number and street against Thurrock Council's ward lookup tool on their website. Do not rely on Royal Mail postcode classifications alone. Save a dated screenshot of your search result as evidence — if the council ever queries your status, that screenshot is your proof.

What If Your Property Is on the Boundary?
If your address returns an ambiguous result or sits very close to a ward boundary, match the specific house number against the council's register rather than guessing. Getting this wrong can be expensive: certain selective licensing breaches can trigger civil penalties of up to £40,000, and the higher-rate application fee is £1,767.40 if you apply late.
