Wales Landlord Gas Safety Certificate (CP12) Requirements
The Annual Gas Safety Check
The Gas Safety (Installation and Use) Regulations 1998 require every private landlord to have a gas safety check carried out on all gas appliances, flues, and pipework they own within the rented property. The check must happen every 12 months, performed by an engineer who is on the Gas Safe Register and holds the specific domestic gas category competencies for what they are inspecting — pipework, boilers, cookers, or LPG installations each require separate qualifications.
The result is a Landlord Gas Safety Record (LGSR), commonly called a CP12. It covers every gas appliance the landlord provides, with the engineer's findings, any defects, and the date of the next check.
Calendar Drift Protection
Under the 2018 amendment to Regulation 36A, you can complete the annual check up to two months before the certificate expires without losing your anniversary date. If your CP12 expires on 1 March and you book the check for 15 January, the new expiry date stays at 1 March of the following year — not 15 January. This prevents the common problem of the renewal date creeping earlier each year because you book slightly ahead.
Document Delivery Deadlines
Wales has its own layer of compliance here. Under the Renting Homes (Fitness for Human Habitation) (Wales) Regulations 2022, failing to provide gas safety documentation contributes to the dwelling being unfit for human habitation and blocks your ability to serve a valid Section 173 no-fault possession notice.
The delivery deadlines:
- New contract-holders: must receive a copy of the current LGSR before they take occupation
- Existing contract-holders: must receive the updated LGSR within 28 days of the annual check being completed
- Record retention: keep copies of all LGSRs for a minimum of two years
Note the difference from electrical reports: gas safety records go to new contract-holders before occupation (not within 14 days after), and existing contract-holders get 28 days (not 14). Getting these two delivery timelines confused is a common mistake when landlords manage multiple safety certificates.

What the Engineer Checks
A standard domestic gas safety check covers:
- Gas supply pipework — tightness test to confirm no leaks
- Each gas appliance — operation, combustion readings, flue flow/spillage test
- Ventilation — adequate air supply for each appliance
- Safety devices — flame supervision, overheat protection
- Visual check for signs of incomplete combustion (sooting, staining, discolouration)
The engineer records each appliance's make, model, and location, plus the inspection result and any defects. Defects are flagged as "At Risk" (do not use until repaired), "Immediately Dangerous" (disconnected on the spot), or observations for the landlord to address.
Gas Appliances Owned by the Contract-Holder
Appliances the contract-holder brings into the property — a portable gas heater, for example — are excluded from your annual check duty under Regulation 5(5). However, you remain responsible for the safety of the fixed gas supply pipework and flues that the contract-holder's appliance connects to. If a tenant-owned cooker connects to your fixed gas supply, the pipework is still yours to maintain.
Connecting Gas Safety to Fitness Compliance
Gas safety failures fall under Matter 6 (Carbon Monoxide and Combustion Products) and Matter 9 (Uncombusted Fuel Gas) of the 29 statutory matters in the Fitness for Human Habitation Regulations. A missing or expired CP12 does not just risk prosecution under the Gas Safety Regulations — it can render the property unfit under Welsh housing law. For an unfit period, rent is not payable and a Section 173 notice is barred while the relevant statutory requirements remain unmet.
The Fitness for Human Habitation compliance guide includes a Gas Safety LGSR Tracker that logs each annual check date, the engineer's Gas Safe registration number, expiry dates, and contract-holder delivery confirmations — keeping your gas compliance documented alongside electrical and alarm records.
