Waltham Forest Selective Licensing Excluded Wards: Hatch Lane & Endlebury
Which Wards Are Excluded
Waltham Forest's selective licensing scheme covers 20 of the borough's 22 wards. The two excluded wards are:
- Hatch Lane & Highams Park North
- Endlebury
If your rental property sits in either of these wards and you let it to a single person, a family, or up to two unrelated sharers, you do not need a selective licence.
Why These Wards Were Excluded
The council's evidence base for selective licensing — covering factors like poor housing conditions, anti-social behaviour, and deprivation indicators — did not meet the statutory threshold in these two wards. The Housing Act 2004 requires local authorities to demonstrate specific conditions before designating an area for selective licensing, and Hatch Lane & Highams Park North and Endlebury fell outside those criteria.
What the Exclusion Doesn't Cover
The exclusion only applies to selective licensing. The two borough-wide HMO schemes still apply in full:
- Additional HMO Licensing (3–4 occupants, 2+ households sharing basic amenities): applies in all 22 wards, including these two
- Mandatory HMO Licensing (5+ occupants, 2+ households sharing basic amenities): applies in all 22 wards
So if you're letting a three-bedroom house in Endlebury to three unrelated professionals sharing a kitchen or bathroom, you still need an additional HMO licence at £1,200. The selective licensing exclusion only protects standard single-family lets and two-sharer arrangements.

Checking Your Ward
Enter the property's postcode on the council's property licensing portal at propertylicensing.walthamforest.gov.uk. The system tells you which ward the property falls in. Ward boundaries don't always follow postcode boundaries — a single postcode area can straddle two wards, so the portal check is more reliable than guessing by postcode prefix.
You can also verify against the council's published ward map. The 2022 ward boundary changes reorganised several wards in Waltham Forest, so maps from before that date may show different boundaries.
What Happens if Occupancy Changes
A property in an excluded ward might not need a licence today but could need one tomorrow. If a single-family tenant moves out and three unrelated sharers who share basic amenities move in, the property shifts from "no licence needed" to requiring an additional HMO licence — with no transition period.
The reverse is also true. If you reduce occupancy from three sharers to a couple, you move from additional HMO licensing to no licensing requirement in these excluded wards.
Track occupancy changes and reassess your licensing obligations whenever tenants change. The Waltham Forest Landlord Licensing Guide includes a decision framework that maps every combination of ward, occupant count, and household structure to the correct licensing scheme — or confirms that no licence is needed.
