Walthamstow Landlord Licence: Which Licence You Need by Area
Waltham Forest Licensing Applies Borough-Wide
If you own a rented property in Walthamstow, Leyton, Leytonstone or Chingford, it falls under the London Borough of Waltham Forest's property licensing framework. There is no separate scheme for each neighbourhood — the borough operates three licensing tiers under the Housing Act 2004, and which one applies depends on the ward your property sits in and how many unrelated people live there.
Licensing by Neighbourhood and Postcode
Walthamstow (E17)
E17 covers the heart of Waltham Forest. Walthamstow-area wards such as Chapel End, Wood Street, Hoe Street and Markhouse fall within the selective licensing designation. A property let to a single person, family or two unrelated sharers needs a selective licence (£895 standard fee), subject to applicable exemptions. Properties shared by three or four unrelated people from separate households need an additional HMO licence (£1,200), and those with five or more need a mandatory HMO licence (from £1,650). Walthamstow's dense Victorian terraces and converted flats mean many properties in E17 are in scope.
Leyton (E10)
E10 includes the Leyton and Cathall wards, both designated under selective licensing. The same three-tier structure applies: selective for single lets and small shares, additional HMO for 3–4 person HMOs, mandatory HMO for 5+. Leyton has a high concentration of converted period properties, so check whether a flat inside a converted block triggers a different licence type (see our Section 257 HMO post for how converted blocks are treated).
Leytonstone (E11)
E11 spans the Leytonstone and Grove Green wards, both within the selective licensing area. Licensing requirements mirror the rest of the borough for properties in designated wards.
Chingford (E4)
E4 is where the picture gets slightly more complicated. Most Chingford wards — including Chingford Green — are within the selective licensing designation. However, the two wards excluded from selective licensing are both in the northern part of the borough:
- Hatch Lane & Highams Park North
- Endlebury
If your E4 property is in one of these two wards, a single let or two-person share does not need a selective licence. But additional HMO licensing (3–4 sharers) and mandatory HMO licensing (5+ occupants) still apply borough-wide, including in the excluded wards.
How to Check Your Ward
The simplest way to confirm which ward your property falls in is to enter the full postcode on the council's licensing portal at propertylicensing.walthamforest.gov.uk. The system maps the address to a ward and tells you which schemes apply. Ward boundaries do not follow postcode boundaries exactly — two properties on the same street can be in different wards.

The Fee Structure Is the Same Everywhere
Regardless of whether your property is in Walthamstow, Leyton, Leytonstone or Chingford, the fees are set by scheme type, not by neighbourhood:
| Scheme | Standard fee | Part A | Part B |
|---|---|---|---|
| Selective | £895 | £300 | £595 |
| Additional HMO | £1,200 | £600 | £600 |
| Mandatory HMO (up to 8 units) | £1,650 | £825 | £825 |
EPC rating discounts and multi-property discounts apply identically across all wards.
