Wandsworth Buy-to-Let Licence Requirements: What Landlords and Agents Need to Know
Buy-to-Let Properties and Licensing
If you own a buy-to-let property in Wandsworth, it's subject to exactly the same licensing requirements as any other privately rented property. The "buy-to-let" label doesn't create an exemption or a different process — the scheme that applies depends on occupancy, household structure, and ward location.
A buy-to-let flat in East Putney rented to a single tenant needs a selective licence. A buy-to-let house in Battersea shared by three unrelated tenants needs an additional HMO licence. The rules don't distinguish between an accidental landlord's former home and a purpose-purchased investment property.
Using a Letting Agent vs Applying Yourself
Many buy-to-let landlords use letting agents for day-to-day management, and most agents will offer to handle the licence application for you — at a price.
Typical letting agent handling fees in London run between £300 and £500+ on top of the council's statutory fees. For a selective licence, that means paying £885 in council fees plus £300–£500+ to the agent, bringing the total to around £1,200–£1,400 or more. For an additional HMO licence, the total is about £1,807–£2,007 or more.
What you're paying for is the agent's time filling in the portal forms, uploading documents, and communicating with the council. The actual application still goes through the same Regulatory Services Hub, and the council still applies the same assessment criteria.
Liability Stays with the Licence Holder
This is the part that catches landlords off guard. Under the Housing Act 2004, liability for operating without a licence can apply to a landlord and to a person having control of or managing the property. A letting agent may also be liable if its role meets the statutory test; naming an agent does not automatically transfer the landlord's own obligations.
You can nominate your agent as the managing agent on the application, and the council expects the manager to be a fit and proper person. If the property operates without a licence, you as landlord may face civil penalties of up to £40,000 per offence for offences committed on or after 1 May 2026, prosecution, or a Rent Repayment Order. A person having control of or managing the property may also be liable where the statutory test is met.
An agent managing your property doesn't remove the need for you to understand what the licence requires, what conditions it carries, and when it expires. Delegating the application does not remove your own legal obligations, even if an agent may also be responsible for offences within its control.

The DIY Route
The Wandsworth portal is designed for direct landlord use. The six-stage application process — account registration, role declarations, fit-and-proper checks, document uploads, interested-party notifications, and Part A payment — is straightforward if you have the required documents assembled in advance.
The documents are the same whether you or an agent submits: EICR, gas safety certificate, EPC, measured floor plan with metric dimensions, fire risk assessment (for HMOs), tenancy agreement, and proof of interested-party notification.
Where agents add genuine value is in managing the ongoing licence conditions across multiple properties — tracking certificate renewals, scheduling inspections, and responding to council correspondence. For a single buy-to-let, the administrative overhead of maintaining one licence is manageable on your own.
Mortgage Lender Requirements
Buy-to-let mortgage lenders increasingly ask for proof of licensing compliance or evidence of a pending application before releasing funds or approving refinancing. If you're refinancing a property in a designated ward, having your licence application duly made (submitted with Part A paid) gives you documentary evidence that you've applied; it is not a licence grant, so check what your lender requires.
Some lenders also require confirmation that the property's use matches the mortgage terms — a single-let mortgage may not cover an HMO arrangement, and a licence application identifying three or more tenants could flag a conversation with your lender about the mortgage conditions.
The Wandsworth Landlord Licensing guide walks through the complete application from address check to licence grant, with document checklists and fee calculators — everything you need to apply yourself or verify what your agent is handling on your behalf.
