Westminster Landlord Licence Fees: Part A, Part B and Total Costs for Every Scheme

Westminster splits every landlord licence fee into two payments — Part A at submission and Part B when the licence is granted — and the structure catches out landlords who expect to pay a single lump sum. Here is exactly what each scheme costs, when each payment is taken, and what happens if something goes wrong.

Selective Licensing: £995 Total

  • Part A: £543 — paid by card when you submit the online application. Non-refundable.
  • Part B: £452 — automatically debited from the card on file once the council approves the application and issues the draft licence decision.

No bedroom surcharge applies to selective licences.

Additional HMO Licensing: £1,540 Total

  • Part A: £855 — paid at submission. Non-refundable.
  • Part B: £685 — charged on grant of the draft licence.
  • Letting surcharge: £68 per letting above five.

Mandatory HMO Licensing: £1,540 Total

Identical fee structure to additional HMO licensing: £855 Part A, £685 Part B, £68 per extra letting above five.

When Each Payment Is Taken

Part A is charged immediately when you click submit on the council's online portal. There is no invoice or deferred payment — you need a debit or credit card ready.

Part B is collected automatically. The council debits the card details you provided during the Part A stage after the licence is approved. If the Part B payment fails or is not settled within 28 calendar days of the council's formal request, the application is treated as withdrawn. You lose the Part A fee, the property reverts to unlicensed status, and you are exposed to enforcement.

What Is and Is Not Refundable

Part A is non-refundable in almost all circumstances. You will not get it back if your application is refused (for instance, if you fail the fit and proper person test), if you withdraw the application, or if the application is rejected as invalid.

The only refund scenarios are: you submitted an application for a property that is genuinely outside the designated area (wrong ward), or a duplicate payment was processed for the same property.

How Discounts Reduce the Fee

Discounts differ by scheme and must be claimed at the point of application with supporting evidence — no retrospective claims.

  • Selective licence accredited landlord (NRLA, LLAS, UKALA, ARLA Propertymark, RICS): £99.50 off Part B (10% of the total fee)
  • HMO accredited landlord: 10% off Part B
  • EPC rating C: 10% off Part B
  • EPC rating B or above: 20% off Part B
  • Selective licence multi-dwelling block (same ownership, concurrent applications): £125 off Part A on the second and subsequent flats

Discounts stack. An accredited landlord with an EPC B property on a selective licence pays £543 Part A + £262.10 Part B = £805.10 total, saving £189.90. Add the multi-dwelling discount for a second flat and the total drops to £680.10.
