Barnet HMO Room Size Requirements: Minimum Bedroom Sizes and Standards
A bedroom that measures 6.4 m² instead of 6.51 m² will get flagged during inspection. Barnet Council enforces both the national statutory minimums and its own preferred standards, and the difference between the two can affect permitted occupancy conditions. Here are the numbers.
Statutory Minimums vs. Barnet Preferred Standards
| Room type | Single occupant (10+) | Two occupants | Child under 10 |
|---|---|---|---|
| Bedroom (separate kitchen) | 6.51 m² statutory / 8.5 m² Barnet preferred | 10.22 m² statutory / 11.0 m² Barnet preferred | 4.64 m² statutory |
| Bedsit (kitchen inside room) | 11.0 m² | 14.0 m² | N/A |
The statutory bedroom minimums come from the Licensing of Houses in Multiple Occupation (Mandatory Conditions of Licences) (England) Regulations 2018. Barnet's preferred bedroom standards and bedsit figures are set out in its 2022 Standards for Houses in Multiple Occupation and are used by Environmental Health Officers during inspections.
Meeting the statutory minimum means the room is legally permissible. Meeting Barnet's preferred standard means the officer is less likely to condition the licence with reduced occupancy.
The Ceiling Height Rule
Any part of a room where the ceiling height is less than 1.5 metres does not count toward the minimum floor area. This catches attic conversions, mansard extensions and rooms under pitched roofs — common in Barnet's Victorian and Edwardian housing stock.
Measure the usable area by marking the 1.5 m contour on the floor and calculating only the space inside it. Your floor plan must show this adjusted figure, not the total floor area.
Shared Kitchen Standards
Shared kitchens are sized by headcount:
- 1 to 5 occupants: 6.0 m² floor area with one full set of cooking facilities
- 6 to 10 occupants: 12.0 m² with two sets of cooking facilities
Each set of facilities includes a cooker (four burners, oven and grill), a sink with drainer and hot/cold water, and a fixed impervious worktop measuring at least 1,000 mm × 600 mm for up to five people (plus 500 mm of extra worktop per additional occupant). Lockable food storage must provide 0.14 m³ per household. Fridge/freezer capacity ranges from 140 litres for one to two people up to 200 litres for five.

Bathroom and WC Ratios
| Occupants | Baths/showers required | WCs required |
|---|---|---|
| 1–4 | 1 bathroom with basin | 1 WC (can be inside bathroom) |
| 5 | 1 bathroom with basin | 1 separate WC with basin |
| 6–8 | 2 bathrooms with basins | 2 WCs (at least 1 in a separate compartment) |
| 9–10 | 3 bathrooms with basins | 3 WCs (at least 1 in a separate compartment) |
No bathroom or WC may be located more than one floor away from any intended user.
What Happens If a Room Is Too Small?
An undersized room can lead to a licence condition reducing permitted occupancy. The council assesses the room and property during inspection; an undersized room does not automatically mean the licence will be refused. If multiple rooms fail the size test, the licensed headcount may be reduced and you may need to restructure tenancies.
