Enfield HMO Room Size Standards: Minimum Sizes and Amenity Rules

Every HMO licence in Enfield — additional and mandatory — comes with minimum room sizes and amenity ratios that the property must meet at all times. These are not optional guidelines. A room that falls below the statutory minimum cannot be used as a bedroom, and a property that does not meet the amenity ratios can have its licence refused or revoked.

Minimum Bedroom Sizes

The national statutory minimums under the Licensing of Houses in Multiple Occupation (Mandatory Conditions of Licences) (England) Regulations 2018:

Room occupancy Minimum floor area
One person aged over 10 6.51 m²
Two persons aged over 10 sharing 10.22 m²
One child under 10 4.64 m²

Any room measuring under 4.64 m² cannot be used as sleeping accommodation at all. Floor space where ceiling height falls below 1.5 metres is excluded from the calculation — relevant for attic conversions and rooms under eaves. Enfield's HMO standards also discount space occupied by bath or shower rooms, kitchens, toilet compartments, and chimney breasts when calculating floor areas.

These figures are usable floor area, not total room area.

Kitchen Requirements

Enfield Council enforces amenity ratios based on how many people occupy the property:

1 to 4 occupants: One kitchen with at minimum a 4-ring hob, oven, sink with drainer, and adequate food storage for each occupant.

5 occupants: Same kitchen standard, plus a separate WC with wash hand basin (in addition to the main bathroom).

6 to 8 occupants: Two sinks or a double sink, two double cooking rings (or equivalent hob provision), and expanded refrigerator and food storage capacity.

Kitchen worktop space and ventilation also factor into inspections. A cramped kitchen that technically has the right appliances but no usable preparation surface can still fail.

Bathroom and WC Ratios

1 to 4 occupants: One bathroom with bath or shower, WC, and wash hand basin.

5 occupants: One full bathroom plus a separate WC with wash hand basin.

6 to 8 occupants: Two full bathrooms, each with bath or shower, WC, and wash hand basin.

For 9–10 occupants, Enfield's standards specify two bathrooms and two toilets. For 11 or more occupants, they specify three toilets, with one separate from the bathrooms.

Floor Plans for the Application

The licence application requires dimensional floor plans showing the layout and m² area of every room. Enfield does not require professionally drawn CAD plans, but they must be to scale, clearly show room dimensions, and indicate the locations of fire doors, smoke alarms, and CO detectors.

Common reasons floor plans get rejected:

  • Room areas stated without showing how they were measured
  • Ceiling heights not indicated for loft rooms or rooms under eaves
  • Missing fire door locations on escape routes
  • Plans that are illegible or too low-resolution to read

What Happens When a Room Is Too Small

If a bedroom falls below 6.51 m² for a single person, the licence will restrict occupancy to exclude that room from sleeping use. The council may issue the licence with a condition that the room must not be let as a bedroom — or refuse the licence outright if removing that room drops the property below the occupancy threshold that triggered the licence requirement.

Landlords occasionally try to reclassify an undersized bedroom as a "study" or "storage room" while still letting it informally as sleeping space. Inspectors check for this, and being caught breaching a licence condition carries the same penalties as operating without a licence at all.
