Birmingham Landlord Accreditation Discount on Licensing Fees
Birmingham City Council offers fee reductions on property licence applications for landlords who hold recognised professional accreditation. The discount is modest compared to the full licence fee, but for landlords with multiple properties it adds up — and the qualification window is strict.
Which Accreditations Qualify
Two accreditation schemes are accepted by Birmingham City Council for licensing fee discounts:
NRLA Accreditation. The National Residential Landlords Association runs an accredited landlord training programme. NRLA accreditation (distinct from basic NRLA membership) requires completing approved training modules and passing an assessment. Annual membership costs £90–£100 or more depending on the package.
MAPS (Midlands Accreditation for Property Standards). This is a regional West Midlands accreditation scheme that provides training and property standard assessments. MAPS accreditation is specifically designed for landlords operating in the Midlands and is well-established with Birmingham City Council.
Both accreditations are professional qualifications — they require active completion of training, not just paying a subscription. Basic NRLA membership alone does not qualify for the discount; you need the accreditation programme specifically.
When the Discount Applies
The timing rule is firm: your accreditation must be active at the exact moment you submit the Stage 1 application fee. If your NRLA or MAPS accreditation lapsed before submission — even if it was active the previous month — the discount does not apply. Historical or expired accreditations are not accepted.
The discount applies to both selective and HMO licence applications. The exact reduction amount varies by scheme and licence type — check the council's current fee schedule at the time of application, as figures can change between scheme periods.
No Other Discounts
Birmingham City Council does not offer portfolio volume discounts. If you own ten rental properties in selective licensing wards, you submit ten separate applications and pay ten full licence fees. There is no bulk rate, no multi-property package and no sliding scale.
There is also no early-bird discount in the current 2023–2028 scheme period. Some councils offer reduced fees for applications submitted within the first few months of a new designation. Birmingham's selective licensing scheme did not include this mechanism — the fee has been £700 since the scheme launched on 5 June 2023.
The two-stage payment structure (£375 Stage 1 + £325 Stage 2 for selective licences) is not a discount either — it is the standard payment mechanism. Stage 1 is payable on submission and covers processing costs. Stage 2 is payable when the council issues its draft decision and covers enforcement and ongoing administration.

Is Accreditation Worth It?
The financial calculation depends on how many properties you are licensing. If the discount saves £50 per application and you have one property, the NRLA membership cost likely exceeds the saving. If you have five or more properties, the maths shift.
Beyond the fee discount, accreditation provides tangible compliance knowledge. The NRLA's Birmingham HMO licensing training, developed in partnership with Birmingham City Council, covers the specific local requirements that trip up self-managing landlords — document specifications, the two-stage process, licence conditions and renewal timelines.
If you are weighing whether to invest in accreditation before applying, check whether you can complete the training and receive your accreditation certificate in time for your planned submission date. The accreditation must be verified and active on the day the Stage 1 fee is processed — not merely applied for.
Our Birmingham Landlord Licensing Guide covers the full fee structure for all three licensing schemes, so you can calculate the total cost with or without the accreditation discount before deciding.
