Blackpool Selective Licence Discount — Every Way to Reduce the Fee

The £772 Starting Point

A single-property selective licence in Blackpool costs £772, paid in two stages: £354 (processing, non-refundable) on application and £418 (grant and enforcement) once the council approves the licence. That is the standard rate for the 2025–2030 inner-area scheme. But not every landlord pays the full amount.

Blackpool Standard Discount — £200 Off

The largest standing discount is £200 for landlords who demonstrate compliance with the Blackpool Standard, the council's voluntary property management code. The Blackpool Standard covers things you should be doing anyway: maintaining the property to a decent standard, managing tenancies properly, and cooperating with council inspections. Meeting it brings your base fee from £772 to £572.

EPC Discount — £100 Off

Properties with an Energy Performance Certificate rated A, B or C qualify for a £100 reduction only where the Blackpool Standard is not met. Given that the minimum legal EPC rating under the Minimum Energy Efficiency Standards is already Grade E, this discount rewards landlords who have invested in insulation, heating efficiency, or other energy improvements beyond the legal floor.

The discounts do not stack: a property meeting the Blackpool Standard pays £572 before any other applicable discount, while an EPC A–C property that does not meet the standard pays £672.

Multi-Unit EPC Discount

For landlords with blocks of self-contained flats, each additional unit beyond the first costs £95 on top of the £772 base. If those individual flats hold EPC ratings of A, B or C, each qualifying unit gets a £20 reduction on its £95 charge. On a six-flat block, that saves up to £100 across the additional units.

Early-Bird Rates

During the scheme's initial launch window, Blackpool Council offered combined early-bird and accreditation discounts that brought single-dwelling fees as low as £347 to £572. The early-bird discount applied only to applications made within the first three months after the scheme began on 1 April 2025, so that window has passed. What You Cannot Discount

The Part 1 fee (£354) is non-refundable once processing starts, regardless of whether the licence is ultimately granted. If the council refuses your application, Part 2 (£418) is not payable — but the Part 1 money is gone. Payments for properties that turn out to be outside the eight inner wards can be refunded on written application, minus an administrative charge.

Licensing fees are ring-fenced by law. The council cannot use them for general revenue or municipal services — they fund the licensing scheme itself.

Making the Most of It

The practical play is to get your EPC upgraded before you apply if it is currently at D or below and you do not meet the Blackpool Standard. An EPC assessment costs around £60–£100. The Government's 2023–24 indicative costs put loft insulation at £225, draught-proofing at £100, and a same-fuel boiler upgrade at £2,600. The £100 licensing discount only equals the draught-proofing estimate; energy-bill savings are separate.
