Blackpool Selective Licence Processing Time and Duration
How Long Processing Takes
Blackpool Council does not publish a guaranteed processing time for selective licence applications. The timeline depends on the volume of applications in the queue, the completeness of your submission, and whether the council requests additional information or schedules an inspection before granting the licence.
What is guaranteed: once your application is duly made — all fields completed, documents uploaded, Part 1 fee (£354) paid — you have statutory protection under Section 95(3)(b) of the Housing Act 2004. While the application is pending, you cannot be prosecuted for operating without a licence. This protection continues even if the council issues a notice of intent to refuse, until the formal refusal takes effect or any tribunal appeal is determined.
The most common cause of delays is an incomplete application. Missing safety certificates, expired documents, or unanswered fit-and-proper declarations send the application back to the applicant. Every round trip adds weeks. The fastest way through is submitting a complete application with all valid documents on the first attempt.
How Long the Licence Lasts
A selective licence can last up to five years — but it cannot outlast the designation it was granted under. The current inner-area selective licensing scheme runs from 1 April 2025 to 31 March 2030. Every selective licence granted under this scheme expires on 31 March 2030 at the latest, regardless of when it was issued.
This means timing matters:
- Apply in April 2025: up to 5 years of licence coverage
- Apply in April 2027: approximately 3 years of coverage
- Apply in April 2029: approximately 1 year of coverage
The fee is the same (£772 base) regardless of when you apply. There is no pro-rata reduction for a shorter licence period. Applying early gives you the most coverage for the same money.
Mandatory HMO licences work differently — they can run for up to five years from the date of grant and are not tied to any scheme expiry.
What Happens After 31 March 2030
When the designation expires, the council can choose to renew it (with a fresh public consultation and designation process), extend it to more wards, or let it lapse. Previous Blackpool schemes have been renewed — the current 2025–2030 scheme replaced an earlier designation that expired.
If the scheme is renewed, existing licence holders will need to re-apply under the new designation. If the scheme lapses, properties in the former selective licensing area would no longer need a local licence (though mandatory HMO licensing and standard housing duties would still apply).

The Two-Stage Payment Timeline
After your application is submitted with the Part 1 fee, the council processes the application and, if satisfied, invoices the Part 2 fee (£418). The licence is not formally issued until Part 2 is paid. Some landlords complete Part 1 and assume they are fully licensed — they are not. They have the statutory duly-made defence, but the licence itself is only granted after both payments are settled.
For multi-unit buildings, the full fee obligation (base £772 plus £95 per additional flat) must be settled within 12 months of the application.
Speeding Things Up
Three things reduce your processing time: submitting valid, current safety certificates (EICR within five years, gas safety within 12 months, EPC within 10 years); completing all fit-and-proper declarations accurately the first time; and paying the Part 1 fee immediately rather than saving a portal draft.
Our Blackpool landlord licensing guide includes a document staging checklist that ensures every certificate is valid and every portal field is ready before you start the application — so nothing comes back for rework.
