Bristol HMO Room Size Requirements: Minimum Standards Explained

Bristol's Room Standards Go Beyond the National Minimum

Bristol City Council adopted revised Room Size and Amenity Standards for licensable HMOs in July 2023. These standards set the minimum floor areas for bedrooms, kitchens, bathrooms, and communal spaces in any property that needs an HMO licence. While some thresholds match the national statutory minimum, Bristol adds local requirements for kitchens, living spaces, and amenity ratios that go further than the bare legal floor.

All measurements use usable floor area only. Any floor space where the ceiling height falls below 1.5 metres is excluded from the calculation — important for attic conversions, dormer rooms, and properties with sloped ceilings.

Bedroom Minimums

  • Single bedroom (one person aged 10+): 6.51 m²
  • Double bedroom (two people): 10.22 m²
  • Single bed-sitting room (with cooking in the room): 13.00 m²
  • Double bed-sitting room (with cooking in the room): 19.00 m²

The 6.51 m² single and 10.22 m² double figures match the national statutory minimum set by the Licensing of Houses in Multiple Occupation (Mandatory Conditions of Licences) (England) Regulations 2018. Bristol excludes floor space where the head height is below 1.5 metres.

A room below the minimum cannot be used as a bedroom on the licence. If your property has a box room that measures 5.8 m², it can't count toward occupancy numbers even if a bed physically fits.

Kitchen and Communal Space

Kitchen and shared living area standards depend on the number of occupants:

  • Shared kitchen (up to 5 occupants): 7.00 m² minimum, with at least one full cooker (4 rings, oven, grill) and one sink
  • Combined kitchen/living space (3–5 occupants): 24.00 m²
  • Combined kitchen/living space (6 occupants): 26.00 m²

For every five occupants, you need one full cooker, one sink with a draining board, and fixed worktop space of at least 1,000mm × 500mm. A dishwasher can count as a second sink for properties with six or more occupants.

Bathroom Ratios

  • Up to 5 occupants: Minimum one bathroom containing a bath or shower, wash-hand basin, and WC
  • 6 occupants: A second bathroom or separate WC is required

Every bathroom must have adequate ventilation (mechanical extract or an openable window) and hot and cold water at each fitting.

What Inspectors Actually Measure

Bristol housing officers inspect every licensed property at least once during the five-year licence term. They measure room dimensions to check compliance with the council's standards. Common failures include:

  • Rooms where fitted wardrobes or structural features reduce usable floor area below the minimum
  • Attic rooms where the sloped ceiling cuts the usable area significantly once the 1.5m height rule is applied
  • Kitchens where appliances and worktops don't meet the specification (two-ring portable hobs don't count as a full cooker)

If a room fails the size standard during inspection, the council can impose conditions reducing the maximum occupancy or require the landlord to stop using that room as a bedroom. Non-compliance with licence conditions is a separate offence carrying penalties of up to £40,000.

Our Bristol landlord licensing guide includes the full room-by-room standards table and a property audit checklist you can work through before the council's inspection.
