CBS South Australia Rental Bond — How Consumer and Business Services Manages Your Bond

Consumer and Business Services (CBS) is the South Australian government body that administers residential rental bonds. Cash bond money is held by CBS in the Residential Tenancies Fund (RTF) until the tenancy ends; a Housing SA guarantee is a non-cash bond and does not involve cash in the Fund.

Understanding how CBS operates saves you from the most common compliance mistakes self-managing landlords make.

What CBS Does With Your Bond Money

The RTF, established under Part 2 of the Residential Tenancies Act 1995, holds cash bond funds in trust and earns interest — but that interest goes to the Fund, not to you or the tenant. The Fund's earnings pay for tenancy administration, SACAT tribunal operations, and community tenant advisory services.

CBS assigns a unique Bond Lodgement Number to each bond. This number tracks the bond through every subsequent action: tenant changes, top-ups, refund requests, claims, and disputes. Keep this number in your records — you'll need it for every interaction with the system.

How to Lodge Through CBS

The primary channel is Residential Bonds Online at cbs.sa.gov.au. You need a verified RBO account, which requires standard identity documents. Once verified, you can lodge new bonds and manage existing ones.

Two payment methods for digital lodgement:

Tenant Online Payment Link. You enter the tenancy details and bond amount into RBO. The system generates a secure payment link sent to the tenant's email. The tenant pays CBS directly by credit or debit card. This is useful when you want to avoid handling the money at all.

Direct Debit. If you've already collected the bond from the tenant, you process the lodgement via direct debit from your nominated bank account.

For landlords who can't use RBO, CBS maintains hardcopy forms available on the CBS website: the Bond Lodgement Form for initial lodgement, Change of Tenant Form for co-tenant variations, Change of Ownership or Agent Form for property transfers, and Bond Refund Form for manual claims.

Manual forms require original signatures and take longer to process. CBS is also phasing out older payment channels — the telephone payment system was decommissioned on 31 December 2025, and all unpresented cheques will be stopped from 31 December 2026.

How CBS Handles End-of-Tenancy Claims

When a tenancy ends, the refund or claim runs through CBS — not through SACAT (unless there's a dispute). For an agreed split, both parties approve the distribution in RBO and CBS processes the EFT payout. For an unconsented claim, CBS issues a formal Notice of Claim to the tenant and manages the 14-day response window.

CBS also runs the substantiation check for "silent tenant" claims — where the tenant doesn't respond to the notice. You upload your evidence (inspection sheets, photos, invoices) to RBO, and CBS reviews it. If substantiated, the payout proceeds. If not, CBS refuses the claim and you'd need to apply to SACAT.

One thing CBS cannot do is assess a contested bond claim as a tribunal would. It administers the process, may review substantiation when a tenant does not respond, and refers disputes to SACAT. You must assemble the evidence for your claim; seek independent legal advice if you need advice on your particular circumstances.

The SA Rental Bond Guide walks through every CBS interaction point — RBO account setup, lodgement, tenant variations, claim submissions, and what to do when CBS refers your claim to SACAT — with the forms, deadlines, and evidence requirements at each stage.
