How to Lodge a Rental Bond in South Australia: Deadlines and RBO Steps

Collecting the bond is step one. Getting it to Consumer and Business Services (CBS) within the statutory deadline is where many self-managing landlords in South Australia trip up — and the penalty for missing it is up to $35,000.

Under Section 62 of the Residential Tenancies Act 1995, every dollar of bond money you receive must be transmitted to the Commissioner for Consumer Affairs. The Residential Bonds Online (RBO) portal is the primary channel for doing it.

The Lodgement Deadline

The statutory clock starts from the moment you receive or clear the bond payment, not from the lease start date:

  • Self-managing landlords — 14 calendar days from receipt
  • Registered land agents — 28 calendar days from receipt

If the bond is paid in instalments, each instalment triggers its own independent 14-day clock.

Lodging Through RBO: Two Options

Once you have a verified RBO account, you choose one of two payment methods:

Tenant Online Payment Link — you enter the tenancy details, weekly rent, and bond amount into RBO. The portal generates a secure payment link sent to the tenant's email. The tenant pays CBS directly by credit or debit card. This is the cleanest option because the money never sits in your bank account.

Direct Debit — if you have already collected the bond, you process the lodgement via direct debit from your nominated bank account. The funds transfer from your account to CBS.

Once payment clears, RBO issues an official Bond Lodgement Number and sends digital confirmation to both you and the tenant.

Tenant Direct Lodgement (Since 1 July 2024)

Under Section 62(3), tenants now have the statutory right to lodge their bond directly with CBS via RBO, without going through the landlord. When a tenant does this, CBS notifies you, and your lodgement obligation is fulfilled — you do not need to transmit funds separately.

This can work in your favour. If the tenant lodges directly, you avoid handling the money entirely, eliminating the risk of missing the 14-day deadline.

Paper Lodgement as a Fallback

CBS still accepts hardcopy Bond Lodgement Forms downloaded from the CBS website, though processing takes longer. Note that the Telephone Payment System was decommissioned on 31 December 2025, and all unpresented cheques will be stopped by 31 December 2026 — electronic lodgement through RBO is the clear direction.

What Happens If You Miss the Deadline?

Late lodgement under Section 62(2) carries a maximum court fine of $35,000 and a $2,000 expiation fee. If you discover you have missed the deadline, lodge immediately through RBO and contact the CBS Bonds team. Voluntary remediation does not guarantee immunity from the expiation, but it demonstrates good faith and stops the breach from continuing.

Never backdate receipts or attempt to conceal unlodged funds — that triggers fraud and evasion penalties under Section 115, with fines up to $50,000.

The SA Rental Bond Guide includes a Lodgement Confirmation Checklist that tracks every step from receipt through RBO confirmation, so nothing falls through the gap between collecting the money and getting it to CBS.
