Coventry HMO Licence Fees 2026: Full Breakdown of Costs and How to Save

The Two-Stage Payment System

Coventry City Council splits HMO licence fees into two separate payments, and getting the timing wrong on either one creates problems.

Stage 1 is the processing fee — £716 for every application type. You pay this when you submit your application through the online portal. It covers administrative processing, fit-and-proper checks, and initial inspection overheads. This fee is non-refundable once processing begins, even if you withdraw.

Stage 2 is the grant and enforcement fee. The amount varies depending on your application category and licence duration. You pay it within 14 days of the council issuing your draft licence (the "Intention to Grant" notice). Missing this deadline is treated as a licence condition breach.

Full Fee Schedule (2026 Rates)

These rates took effect 1 October 2025 and apply to all applications submitted in 2026:

  • Standard new application (1-year licence): £716 + £855 = £1,571 — the default rate for new HMOs acquired or operating within the prior 12 weeks
  • Higher rate new application (1-year licence): £716 + £1,525 = £2,241 — applied when a property has been operating unlicensed for more than 12 weeks before the application
  • New application (2-year licence): £716 + £400 = £1,116 — available to applicants meeting standard compliance criteria with proven management standards
  • New application (5-year licence): £716 + £228 = £944 — reserved for fully compliant, CLAS-accredited landlords
  • Standard renewal: £716 + £221 = £937 — for timely renewals submitted before the existing licence expires

Additional charges: paper application packs cost £42, with £16 per extra form. An optional pre-licensing advisory visit from a council surveyor runs £347 (£289 plus VAT).

The £627 Saving Most Landlords Miss

The gap between a standard 1-year licence (£1,571) and a 5-year licence (£944) is £627. To qualify for the 5-year rate, you need to join the Coventry Landlord Accreditation Scheme (CLAS) — which is free — and demonstrate full property compliance at the time of application.

Over five years, the maths become stark. At the current rates, one standard new 1-year licence (£1,571) followed by four standard renewals (£937 each) would total £5,319 if fees stayed unchanged. A single 5-year licence currently costs £944. Even accounting for the work involved in meeting CLAS requirements, the saving is substantial.

Renewal vs New Application: A Costly Mistake

A renewal application (£937) is only valid when the same licence holder is renewing the existing licence for the same period before it expires. If you've bought a property with an existing licence, changed the licence holder, or want a different licence period, you need a new application. Submitting a renewal form for what should be a new application gets the application rejected, and the Stage 1 fee is still gone.

A change of licence holder requires a new application. A manager-only change does not: Coventry requires the council to be notified within seven days, and appointing a new manager is handled through a variation application.

Planning Your Fee Budget

For a first-time applicant licensing a single property, budget for the full £1,571 standard rate as your baseline. If you can meet CLAS criteria before applying, budget £944 instead. Either way, remember that Stage 1 (£716) is due immediately and Stage 2 is due within 14 days of the draft licence — plan your cash flow accordingly.
