Coventry HMO Licence Renewal: Process, Costs and Common Mistakes

When Renewal Applies

A renewal application is only valid in one specific situation: the same licence holder is continuing the same licence, for the same period, before it expires. Same person, same property, same licence length, submitted before the expiry date.

If any of these conditions change, it's a new application — not a renewal:

  • You've bought a property with an existing licence (licences are non-transferable)
  • The licence holder has changed (the new person needs their own licence)
  • The previous licence has already expired (you've lost the renewal window)
  • You want to renew for a different licence period (this requires a new application)
  • You're a first-time applicant for this property

Submitting a renewal form when you should be making a new application leads to rejection. The £716 Stage 1 fee is non-refundable once processing begins.

The Renewal Fee

A standard renewal costs £937 total: £716 Stage 1 plus £221 Stage 2. That's the cheapest application type — £634 less than a standard new application and £1,304 less than the higher rate for previously unlicensed properties.

To qualify, submit your renewal before the current licence expires and maintain full compliance throughout the existing licence term. The council reviews your compliance history as part of the renewal assessment.

The Renewal Process

The process mirrors a new application but should be faster because the council already has your property on record:

  1. Log in to the online portal and select the renewal path
  2. Update any changed details (tenant names, contact information, management arrangements)
  3. Upload current safety certificates — they all need to be in date even if they haven't expired since your last application
  4. Pay Stage 1 (£716)
  5. The council reviews and may schedule a fresh inspection
  6. Draft licence issued with proposed conditions; Stage 2 (£221) due within 14 days
  7. 21-day representation period
  8. The council considers representations and issues the final licence

Timing: Don't Miss the Window

Start your renewal application well before the expiry date. Council processing times can stretch to several months, and the protection of a "valid application" only kicks in once you've submitted the complete form and paid Stage 1.

If your licence expires before you submit your renewal, you lose the renewal fee rate and need to pay the full new application rate instead. Worse, there's a gap during which you're technically operating without a licence.

Multi-Year Licence Renewals

Landlords who held a 5-year licence under previous fee structures need to re-evidence full compliance with current eligibility criteria (including CLAS accreditation) to renew for another 5-year term. A same-period renewal is charged at the standard renewal rate of £937. If you want to change the licence period at renewal, Coventry requires a new application; the current new-application fee for a 5-year licence is £944.

The council reassesses eligibility for the selected licence term. A 5-year term requires meeting the current criteria, including CLAS accreditation.
