Coventry HMO Safety Certificates: Gas, Electrical, Fire Alarm and Emergency Lighting
Safety certificates are not optional extras attached to a Coventry HMO licence application — they are required application evidence. Missing or invalid documents can prompt a council request to rectify the submission and delay processing. The council's online portal requires the relevant documents to be uploaded with the application; check its current instructions for accepted file formats. Getting them right before you log in saves you from session timeouts and repeated portal visits.
Gas Safety Certificate
Every HMO with gas appliances needs a current Gas Safety Certificate (CP12) issued by a Gas Safe registered engineer. The certificate must cover every gas appliance in the property — boiler, cooker, fire, and any other gas installation. It must be renewed annually.
Upload the current certificate at application. If the certificate expires during the licence term, you must arrange a fresh inspection within the 12-month cycle and keep the certificate available for council inspection at any time. Failure to maintain a current gas safety record is both a licence condition breach and an offence under the Gas Safety (Installation and Use) Regulations 1998.
Electrical Installation Condition Report (EICR)
An Electrical Installation Condition Report confirms that the fixed wiring in the property is safe. The report must show a satisfactory result and must be dated within the last five years. It must be carried out by a qualified electrical engineer or contractor registered with a competent person scheme.
If the EICR identifies any C1 (danger present) or C2 (potentially dangerous) observations, those faults must be remedied and the report updated before the certificate qualifies for submission. A report showing unsatisfactory results will not support a valid application.
Fire Alarm Certificate
Coventry City Council requires a formal inspection and commissioning test certificate for the automated fire detection system in the HMO. Council officers assess fire precautions during inspection. The licence conditions require the fire alarm to be maintained in working order throughout the licence term.

Emergency Lighting Certificate
If the property has emergency escape lighting installed, a BS 5266 inspection certificate must be uploaded at application. Emergency lighting is designed to illuminate escape routes during a power failure, and the certificate confirms that the system has been tested and functions correctly.
Not every HMO will have emergency lighting. Council officers assess fire precautions during the property inspection; if you are unsure whether a system is required for your property, confirm this with Coventry City Council.
Energy Performance Certificate (EPC)
A valid EPC meeting the Minimum Energy Efficiency Standards is required at application. Currently, the property must achieve at least an E rating. The EPC lasts ten years, so unless the property has been significantly altered, your existing certificate is likely still valid.
Portable Appliance Testing (PAT)
If you supply electrical appliances to tenants — kettles, microwaves, vacuum cleaners, washing machines — any item over one year old needs a current PAT test record. This is a simpler inspection than the EICR and covers individual items rather than the fixed wiring.
Getting the Timing Right
The most efficient approach is to schedule all inspections before you start the application. Gas, EICR, fire alarm, and emergency lighting certificates can all be arranged within a two-to-three-week window if you book early. Having the required documents in hand before you log into the portal helps you complete the application in a single session. A valid application requires a fully completed form, signed declaration, and Stage 1 fee paid in full; that status gives you legal protection while the council processes your case.
