CLAS Coventry Landlord Accreditation: How to Join and Save on Licence Fees
What CLAS Is and Why It Matters
The Coventry Landlord Accreditation Scheme (CLAS) is a free, voluntary programme run by Coventry City Council. Joining costs nothing — but the fee savings it unlocks are significant.
An accredited landlord who meets all compliance criteria at the time of application can qualify for a 5-year HMO licence at £944 total (£716 Stage 1 plus £228 Stage 2). Compared with the standard 1-year licence at £1,571, the qualifying 5-year rate costs £627 less on that application; CLAS membership alone does not guarantee eligibility.
Over five years, the arithmetic is even more compelling. At the current rates, one standard new 1-year licence (£1,571) followed by four standard renewals (£937 each) would total £5,319 if fees stayed unchanged. A single 5-year licence through CLAS currently costs £944.
How to Get Accredited
CLAS accreditation requires demonstrating a combination of compliance history and management competence. The council evaluates:
- Property compliance: the HMO meets current spatial standards, amenity ratios, fire safety requirements, and licence conditions at the time of application.
- Professional development: relevant professional qualifications.
- Compliance track record: a history of compliance and a compliant property.
The accreditation itself is processed through the council's system. You should have CLAS membership confirmed before submitting your HMO licence application if you want the 5-year fee tier — applying for the licence first and asking to add accreditation retrospectively doesn't work the same way.
The Middle Ground: 2-Year Licences
Not ready for a 5-year commitment? Landlords who meet standard compliance criteria with proven management standards can access a 2-year licence at £1,116 (£716 Stage 1 plus £400 Stage 2). That's still £455 less than the default 1-year rate and gives you a longer period before you need to renew.

Who Should Join
Every self-managing landlord in Coventry with an HMO should at least explore CLAS. The barrier to entry is compliance standards you need to meet anyway — gas safety, electrical safety, fire alarms, room sizes, and basic management competence. If your property is already in order, accreditation is just the formal recognition that unlocks lower fees.
First-time licensees will normally receive a 1-year licence unless they can evidence other licensed properties in England or Wales. Coventry may consider a 2- or 5-year licence if holding other licensed HMOs is the only eligibility criterion not met, but a longer term is not guaranteed.
