Coventry PRS Database 2027: National Landlord Registration for West Midlands
Coventry landlords already deal with one of the more demanding local licensing systems in England. In early 2027, a second registration layer arrives. The national Private Rented Sector (PRS) Database — created under the Renters' Rights Act — is rolling out on a regional schedule, and the West Midlands window is coming up fast.
When Does Registration Open for Coventry?
The national "Register Your Rental Property" service opens for West Midlands properties on 15 December 2026. Every landlord with a rented property in Coventry must complete registration by 14 March 2027.
This is a hard deadline, not a soft target. The database is a separate legal obligation from Coventry's local HMO licensing scheme and operates independently of it. Having an HMO licence does not satisfy the PRS Database requirement, and registering on the database does not replace the need for a local licence.
What the PRS Database Is
The PRS Database is a national register of every privately rented property in England. It is one of the cornerstone measures of the Renters' Rights Act, designed to give tenants, councils, and enforcement bodies a single source of truth about who owns and manages each rented home.
Registration requires basic information about the property, the landlord, and the management arrangements. The annual fee is £65 per property.
How It Differs From Coventry's Local Licensing
The table below summarises the key differences:
| Coventry HMO Licensing | National PRS Database | |
|---|---|---|
| Who needs it | Landlords of HMOs (3+ unrelated sharers) | Every landlord of a privately rented property |
| Administered by | Coventry City Council | HM Government |
| Fee | £944–£2,241 depending on category | £65 per property per year |
| Duration | 1–5 years per licence | Annual renewal |
| Covers | HMO-specific conditions, occupancy, safety | Property and landlord registration |
A Coventry landlord with a licensed five-person HMO will need both the local licence and a PRS Database entry. A Coventry landlord with a single-family let that does not require an HMO licence will still need a PRS Database entry from March 2027.

What Happens if You Miss the Deadline
Failing to register can restrict a landlord's legal right to serve Section 8 possession notices and can lead to civil penalties of up to £40,000. This national registration obligation is separate from Coventry's local HMO licensing enforcement.
What to Do Now
If you are a Coventry landlord, add two dates to your calendar: 15 December 2026 (portal opens) and 14 March 2027 (registration deadline). When the portal goes live, register every rented property you own in the Coventry area, regardless of whether it has an HMO licence.
This does not change your existing HMO licensing obligations. If your property needs a licence under Coventry's mandatory or additional scheme, that remains a separate application with its own fees and conditions.
